Job Summary

Incumbents in this position are responsible for managing the treatment and operation of the Cape Fear Public Utility Authority Surface Water Treatment facilities (Sweeny Water Treatment Plant (SWTP) & King Bluff Pumping Station, and Aeration / Mixing Systems in Elevated Tanks).

Essential Job Functions

  • Develops plans and programming, formulates budgetary data, assigns job duties, conducts employee evaluations, prepares contractual obligations, develops educational safety curriculum, and reports parameters as they relate to the overall operations of their assigned facilities.
  • Reviews plans, attends meetings, and provides essential support to assist Planning & Design division and other departments.
  • Management of Treatment Facilities to ensure safe drinking water treatment and adherence to Federal and State requirement.
  • Oversees the management and timely implementation and completion of various projects to include Plant Operations, Pilot Studies, New Infrastructure Construction, equipment upgrades and any site repairs.
  • Works with internal and external equipment repair and management groups to ensure the repair, maintenance, and procurement of equipment.
  • Develops and implements SOP’s related to the operation of water treatment facilities in their charge.
  • Provides scheduling and performs duties in response to local emergencies/storms at SWTP and Kings Bluff Pumping Station.
  • Oversees training of personnel in the operation and maintenance of water treatment systems.
  • Works directly with NC Public Water Supply regulators to maintain water quality and ensure compliance with State and EPA rules and regulations.
  • Data management to include state required and monitored locations and all Maximo related work order approval and entry.
  • Reviews open and completed work orders for SWTP staff in Maximo.
  • Acts as Water Treatment Division preventative maintenance management liaison with the Centralized Maintenance Division.
  • Conducts audits of equipment maintenance and verifies entry of new/replacement assets in Maximo.
  • Coordinates with various departments within CFPUA to include Centralized Maintenance, Water Distribution, Collections and the Surface and Ground Water Treatment plants and with external vendors to ensure projects are being completed that maintain peak operations efficiency.
  • Participates in CIP projects for the repair or replacement of various facilities and equipment.
  • Monitors the division’s supervisory control and data acquisition (SCADA) system along with other instrumentation for accurate collection of data.
  • Collaborate with IT, Centralized Maintenance, and external service provider to troubleshoot, maintain and modify SCADA hardware and software as required to maximize uptime, accuracy, and efficiency of the system.
  • Track GAC filter efficiency and set operational parameters to maximize removal and project continuing GAC change out schedule.
  • Track and oversee Lower Cape Fear Water & Sewer Authority raw water purchase progress against annual fiscal year projections.
  • Performs the duties of the Water Resources Manager in his or her absence.
  • Performs certain duties of the Groundwater Facilities Manager in his absence.
  • Manages projects and initiatives for the Water Treatment Division when assigned.
  • Prepares and oversees Sweeney Water Treatment Plant and Kings Bluff Pump Station department budget and expenditures to ensure fiscal responsibility.
  • Makes recommendations that impact the budget.
  • Exercises a purchasing authority up to $1,000 without approval from supervisor.
  • Performs other related job duties as assigned.

In the event of an emergency, all employees are considered essential personnel and may be required to perform alternate duties.

Education, Experience, and Other Requirements

Associate degree in engineering, environmental science, biology, or related course study.

Five (5) years of professional work experience.

Seven (7) years of professional work experience or related work field in lieu of Associate degree.

Distribution system operations/maintenance, wastewater treatment and/or collections operations experience is desirable.

Requires North Carolina Water Treatment Facility Operator Certification Board issued Grade “A-Surface” and Water Pollution Control System Operator Physical/Chemical Grade “1” certification. Well Water Treatment, Distribution and Cross Connection control certifications are desirable.

Possession of or ability to readily obtain a valid State of North Carolina driver's license.
