The Technical Advisor for HIV Prevention supports person-centered, comprehensive HIV prevention services in four African countries and the Philippines. They will work collaboratively as a member of a small and effective home office team. The Technical Advisor may occasionally support selected IHPT research projects or protocols, and work with country teams to develop and execute Basic Program Evaluations and other field-driven research efforts.
This position will be in support of the Medical Affairs team, Department of International HIV Prevention and Treatment (IHPT), Henry M. Jackson Foundation (HJF). IHPT supports the prevention, care, and treatment activities overseas (OCONUS) of the Walter Reed Army Institute of Research (WRAIR), U.S. Military HIV Research Program (MHRP) as part of the President’s Emergency Plan for AIDS Relief (PEPFAR).
Provide technical assistance to MHRP’s international PEPFAR programs to understand epidemic dynamics at sub-national levels and target high-impact prevention activities to the most vulnerable populations and communities.- Assist IHPT’s programs to reduce new HIV infections through people-centered, comprehensive HIV services.
- Support IHPT programs to provide services through local partners, including biomedical, behavioral, and structural interventions.
- Specifically, the TA will support primary prevention for adolescent girls and young women (AGYW) including IHPT’s participation in the DREAMS initiative; prevention for men including condoms and lubricants and VMMC; and prevention for women through collaboration with anti-natal care (ANC) and other services.
- Cover cross-cutting PEPFAR programs for orphans and vulnerable children (OVC) and efforts to address gender-based violence.
- Collaborate closely with IHPT’s Associate Director of HIV Case Finding and Prevention to scale PrEP services.
- Collaborate closely with the Technical Director of HIV Case Finding to prevent HIV among key populations.
- Maintain knowledge of current PEPFAR guidance and the public health literature on HIV prevention. Create platforms for IHPT’s programs to share best practices.
- Support IHPT’s programs to develop, submit, and track performance against annual work plans and budgets for HIV prevention activities.
- Monitor program activities and ensure that HJF’s implementing partners meet PEPFAR targets and quality and safety standards.
- Conduct site visits and meet with implementing partners in the government and CSO sectors to understand the context of service delivery, challenges, and opportunities.
- Support the planning, coordination, and implementation of technical meetings.
- Work collaboratively with IHPT’s programs to identify and address the root causes of performance gaps. Implement data-driven responses and employ best practices to improve prevention services.
Secondary Responsibilities
- At the request of DoD’s PEPFAR Deputy Principal and the Associate Director for HIV Case Finding and Prevention, represent DoD MHRP as an Implementation Subject Matter Expert (ISME). Participate in PEPFAR Communities of Practice, interagency TDYs, and other activities.
- Contribute to IHPT’s prevention research, including Basic Program Evaluation, implementation science, and other MHRP study protocols and research projects. Assist research scientists that require the incumbent’s expertise.
- Collaboratively develop presentations, reference materials, reports, peer-reviewed research, and other documents.
- Accomplish other tasks and activities as assigned by the Associate Director for HIV Prevention and Testing and/or the Technical Director for HIV Case finding.
Required Knowledge, Skills and Abilities:
- Team player who can seamlessly work across technical areas in a fast-paced, collaborative, multi-country PEPFAR program.
- Demonstrated capacity for intercultural and interpersonal relations.
- Strategic thinker that focuses IHPT’s programs and personnel to address the needs of vulnerable populations, identify impactful approaches to prevent HIV, and identify and address root causes of program underperformance.
- Deep and current knowledge and experience in HIV prevention.
- HIV/AIDS programmatic experience, preferably with PEPFAR-funded programs.
- Preferred experience with PEPFAR program performance monitoring and budgetary processes and ability to adapt to changing requirements.
- Able to adjust to a fast-paced, rapidly changing work environment with equanimity.
- Excellent analytical, written, and oral communication skills.
- HIV prevention in developing countries is preferred. People with US-based experience may be considered.
- Ability to work independently with minimal supervision.
Supervisory Responsibilities

The Technical Advisor for HIV Prevention will work under the direct supervision of the Technical Director for HIV Case Finding with HIV Prevention & Testing Team oversight provided by the Associate Director for HIV Prevention and Testing.
Physical Capabilities
- Incumbent will be based in Bethesda and travel to MHRP program sites in Kenya, Nigeria, Philippines, Tanzania, and Uganda, as required, and provide technical assistance to other USG sites as part of inter-agency ISME activities.
Work Environment
- This position will take place primarily in a office setting.
Education and Experience
- Bachelor's Degree required, Master's degree preferred.
- Minimum of 6-8 years experience required.
