Job Summary

As part of the Waupaca County Sheriff’s Office, the Telecommunicator is involved in all aspects of public safety in Waupaca County. This position is full-time and works a 2 week rotation. 1st week work Sunday, Wednesday-Thursday, 2nd week work Monday-Tuesday and Friday-Saturday. The shifts are 12 hours either 6 a.m.to 6 p.m. OR 6 p.m. to 6 a.m. Once each pay period one of the shifts is an 8 hour shift 6 a.m. to 2 p.m. OR 6 p.m. to 2 a.m. Telecommunicators regularly work weekends and holidays. Waupaca County cannot guarantee any particular shift for an employee.

The Telecommunicator (9-1-1 dispatcher) is a civilian position.

This position works under the direct supervision of the Communications Captain and Communications Supervisor.


Essential Responsibilities

ESSENTIAL RESPONSIBILITIES:
The duties/responsibilities listed below are not to be construed as exclusive or all-inclusive. Other duties/responsibilities may be required and/or assigned.


  • Answers 911 emergency phone calls and non-emergency phone calls. Identifies the nature of calls or reports and dispatches the appropriate police, fire, medical, or other emergency units. Accurately and efficiently provides information to the citizens and public safety personnel. Refers non-emergency calls to the proper agency or individual when no other action is needed.
  • Provides Emergency Medical Dispatch service to callers until emergency units arrive.
  • Operates enhanced 911 (E911) system, computer-aided dispatch system, and other computerized equipment. Enters the information into the CAD (computer-aided dispatch) system accurately and according to policy.
  • Maintains an activity status record of resource units in the computer–aided dispatch. Maintains radio contact with the public safety personnel within Waupaca County and surrounding communities when needed.
  • Operates radio transmitters in accordance with Federal Communications Commissions rules and department policy.
  • Periodically performs equipment testing to ascertain proper performance, reports any equipment malfunctions, and reports operational needs to the appropriate personnel, following department guidelines.
  • Monitors weather watches and warnings, and notifies appropriate personnel as necessary.
  • Provides general information to ancillary services such as utility companies, wrecker services, railroads, and various other agencies required.
  • Operates the TIME System for driver’s license checks, registration checks, criminal histories, wanted persons, protection order, and additional information. Makes entries into the TIME system as required.
  • Maintains professional and technical knowledge by attending educational seminars and workshops as necessary or required.
  • Maintains absolute confidentially regarding all department operations, members of the public and Waupaca County co-workers.
  • May be required to testify and present reports, documents or other evidence at legal proceedings.

PERIPHERAL RESPONSIBILITIES:
Fill vacant shifts as necessary.
Assists in public education concerning matters relevant to the E911 Communication Center.
Other duties as assigned.

Qualifications

QUALIFICATIONS:
Must be 18 years of age and U. S. Citizen.

Must never have been convicted of a federal felony or any offense which if committed in Wisconsin could be punished as a felony, unless applicant has been granted an absolute and unconditional pardon.

Must hold a valid Wisconsin driver’s license with good driving record.

EDUCATION: High School diploma or GED.

SPECIAL REQUIREMENTS: Must be available and willing to work weekends, holidays and all shifts as needed to provide adequate staffing for 24-hour operations.

LICENSURE/CERTIFICATION:


  • Advanced TIME System certification within 6 months of employment
  • Emergency Medical Dispatch (EMD) certification as soon as possible after employment will be required.
  • CPR certified or the ability to secure and maintain certification within the first year of employment.
  • All licensure/certification must be kept current during active employment.

  • Ability to keep track of multiple incidents that are occurring at the same time.
  • Ability to read maps and quickly identify locations
  • Ability to record computer data rapidly and accurately.
  • Ability to establish and maintain effective working relationships with staff and the public.
  • Ability to familiarize oneself with incidents relating to critical public safety activities.
  • Ability to understand and follow written and oral instructions.
  • Ability to work the required hours of the position.
  • Ability to follow the Chain of Command and its application within the Waupaca County Sheriff's Office and Communication Center.
