TRANSFER STATION/RECYCLING CENTER ATTENDANT/LABORER

Grade 6

JOB SUMMARY

Performs a variety of routine, semi-skilled manual laboring duties involving disposal of refuse, the separation of recyclable materials, and other functions related to the transfer station/recycling facility, including assisting customers. Incumbent is expected to be present during the operational hours of the facility. Performs skilled and semi-skilled work for the Highway Department as needed.

SUPERVISION RECEIVED

Works under the general supervision of the Public Works Director, and the direct supervision of the Senior Attendant, who assigns work and reviews work in progress and/or at completion. Work is reviewed for conformance with instructions and for the safety and care exercised in operating equipment.

SUPERVISION EXERCISED

May help train new employees; assists the public as necessary.

EXAMPLES OF ESSENTIAL DUTIES

Knows, understands, and implements the transfer station/recycling facility operating rules and procedures.

2. Assists residents and commercial users in the appropriate placement of refuse and recyclable materials. Answers public’s questions in person and over the telephone.

3. Separates recyclable materials, including scrap metal; schedules pick up of recyclable goods and refuse; prepares bills of lading.

4. Operates trash compactor, balers, wood and brush chipper, and related equipment; grinds plastic items; crushes oil filter; makes compost.

5. Manages brush, glass storage, and metal areas and bulky material, construction, and paper dumpsters.

6. Operates backhoe, stid steer, fork lift, and other equipment. Transports garbage to landfill in garbage truck.

7. Loads and unloads materials onto/from trucks; prepares bales and transports to storage.

8. Opens facility according to schedule; prepares equipment, including bulldozer, wood chipper, and truck, for use.

9. Produces and maintains products list.

10. Estimates cost to public for loads of construction materials, bulky material, and scrap metal; processes price slips; accounts for money collected.

11. Assists Highway Department with public works construction and maintenance projects, which may include but not limited to paving and patching roads, installing drainage pipe, performing carpentry work, clearing beaver dams and clearing brush. May operate trucks and heavy-duty equipment, including loader, backhoe, and bulldozer. May perform minor equipment maintenance. May help direct traffic on road projects.

Performs snow removal as needed; responds to emergency calls after normal working hours as needed.

Is familiar with and executes safe work procedures.

14. Performs related work as required.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of burnable, recyclable, and compostable materials to facilitate the sorting of these materials; knowledge of and ability to use tools and equipment associated with solid waste and recycling operations; knowledge of hazards and safety precautions common to machinery and equipment utilized in the solid waste industry; knowledge of basic English. Ability to drive heavy-duty equipment and trucks; ability to use simple hand and power tools; ability to learn recycling methods; ability to perform prolonged heavy physical labor under even adverse weather conditions; ability to perform a variety of manual tasks or to perform one routine task for prolonged periods; ability to follow written and oral instructions; ability to understand and implement local, State, and Federal laws that apply to the disposal of solid waste and construction debris; ability to communicate effectively; ability to maintain effective working relationships with supervisors, employees, and the public.

MINIMUM QUALIFICATIONS

High school graduate or equivalent; some experience with heavy manual labor; experience in municipal solid waste facility desirable; possession of a valid drivers license; OR any equivalent combination of education and experience which demonstrates possession of the required knowledge, skills, and abilities.

PHYSICAL EXERTION/ENVIRONMENTAL CONDITIONS

Physical effort necessary in performing duties requiring walking, standing, bending, and lifting. May be required to exert significant physical effort such as lifting and carrying heavy equipment and materials (frequently up to 50 pounds and occasionally 75-100 pounds). Regularly works outdoors under varying and extreme weather conditions; employee may be exposed to excessive noise from heavy compacting and heavy-duty equipment and disagreeable factors such as dust, dirt, grease, household garbage, refuse, etc., as well as herbicides, pesticides, fuels, solvents, and other fluids. Work requires standing and walking on rough, wet, slippery surfaces, including dirt, asphalt, and concrete. Exposure to minor injuries such as cuts and bruises; exposure to long periods of sunlight, poisonous plants, and insects and bees.

SENSORY REQUIREMENTS

For communicating with others, talking is required; for taking instructions from others, hearing is required; and for doing the job effectively and correctly, sight is required; for detecting odors such as electrical smoke, noxious gases, etc., smelling is required.
