GPVSC is a non-profit organization that provides safe and reliable transportation to Veterans who require assistance traveling to and from VA health care facilities and authorized non-VA health care appointments. These services are for Veterans from all military branches and all age brackets. We currently have five offices serving Veterans across the state of Montana. The GPVSC main office is in North Central Montana, in Box Elder, with four additional offices in Browning, Big Timber, Ft. Belknap and Scobey. These are highly rural areas that can lead to our Veterans having difficulty obtaining VA health care. Additional Veterans Support Services are available at our Main Office located in Box Elder (Rocky Boy’s Indian Reservation). This assistance includes but is not limited to local transportation for overall daily needs, counseling services for such things as PTSD, as well as direct assistance for groceries, utilities, and temporary housing. GPVSC assists in home needs for the elderly, and provides firewood for those in need of heating, funeral, and gravesite assistance for Fallen Warriors. We also have temporary employment opportunities for unemployed Veterans and Veterans just coming out of the service to help them acclimate back to civilian life.

JOB OVERVIEW

At the direction of the GPVSC Executive Director, the Veterans Support Services Manager will administer the Veterans Support Services program and maintain overall responsibility for all Veterans Support Services activities, including the Staff Sergeant Parker Gordon Fox Suicide Prevention Grant Program (SFSPGP). Provide case management services to individual Veterans and family members in order to ensure their overall well-being is satisfactory and sufficient to build and maintain a quality lifestyle. Work in a manner which supports the mission of the GPVSC, ensuring that daily operations, procedures, and standards are maintained in accordance with federal, tribal and state laws and regulations. This is a key staff member to ensure that all program requirements are met. The Veterans Support Services Manager is responsible for the supervision of Veterans Support Services program staff including case managers and administrative support.

DUTIES and RESPONSIBILITIES

Case Manager Services

  • Conduct needs assessments through comprehensive interviews, to identify physical, social, psychological, economical, and other barriers and successes for establishing a quality life, stable home, employment, and education.
  • Serve as an advocate in assisting Veterans with coordinating access to and providing accurate information for medical care, compensation, pensions, home loans, education, burial benefits and all other VA programs and services. This service includes assisting Veterans in obtaining proper military documents and records needed to establish eligibility for a variety of Veteran benefits.
  • Work in collaboration with Tribal, State and Federal VA organizations to coordinate services and benefits.
  • Analyze information obtained through the needs assessment to create a work plan focused on immediate needs and any concurrent issues that may be contributing to immediate issue(s) and long-term goal setting.
  • Provide referrals to other agencies or providers for the purpose of helping the Veteran overcome barriers identified during the needs assessment and provide follow-up on the quality and quantity of services provided.
  • Serve as the subject matter expert on applications, forms and guidelines Veterans will need to complete and follow to receive benefits and services.
  • Conduct home visits throughout the reservation and local communities to network with home-bound or disabled Veterans to identify needs and services.
  • Organize educational and informative workshops or seminars to provide information on VA benefits and other benefits available to Veterans and families of Veterans, to provide information to tribal and local service providers about VA benefits to create a collaborative effort to help Veterans and their families.
  • Develop, implement, and organize a consistent support group for Veterans, which consists of talking circles, luncheons/dinners, one-on-one counseling, and cultural support.
  • Serve as a tribal community liaison for Veterans by explaining VA programs and services.
  • Serve as an important link between service providers and Native Veterans by acting as the liaison between Veterans and VA, Veterans Service Officers, the Indian Health Service, and other service providers.
  • Represent GPVSC when attending local Veteran meetings, tribal gatherings, powwows, and other community activities by staffing information tables and providing guidance for Veterans services.
  • Manage and maintain all administrative tasks for the VSS program, including statistics, data and documentation retention.
  • Supervision of the Veterans Support Services Program staff.
  • Direct the work of staff, establish work schedules, review, and approve timesheets.
  • Provide professional development, training, and support for assigned staff.
  • Work in collaboration with direct supervisor when recruiting, hiring, and onboarding; when encountering behavior, performance, or reliability issues; and when staff request extended leave or work accommodations.
  • Complete regular performance appraisals; handle employee relations incidents in a timely manner.
  • Keep current on best supervision practices through research and trainings and ensuring compliance with applicable policies and procedures.

KNOWLEDGE, SKILLS, and ABILITIES

  • Computer literacy, in Microsoft Office Suite.
  • Knowledge of modern office procedures, practices, and equipment.
  • Ability to maintain a calm and positive demeanor during difficult client interactions.
  • Ability to display non-judgmental and empathetic listening skills.
  • High degree of detail-oriented skill level.
  • Knowledge and understanding of the importance of adhering to confidentiality standards.
  • Ability to work collaboratively and maintain a positive work environment.
  • Skill in establishing rapport and working to build and maintain effective working relationships with Veterans, staff, and community agency representatives.
  • Skill in providing assistance to the public, coordinating activities, providing technical assistance, and working with various community agencies to coordinate services for clients.
  • Ability to quickly learn complex VA processes for benefits and enrollment, and federal, state, local, and tribal resources, particularly in the field of job services and employment resources.
  • Knowledge of medical and mental health diagnoses, disabilities, and treatment procedures.
  • Basic knowledge of psycho-social treatment methods and ability to implement treatment methods in working with Veterans, families, and groups to achieve treatment goals.
  • Skill in working with Veterans and families who are experiencing a variety of psychiatric, medical, and social problems utilizing individual, group, and family counseling skills.
  • Ability to effectively supervise staff.

MINIMUM QUALIFICATIONS

  • Bachelor’s degree in social work, psychology, or related field, or
  • Five years of experience in social services case management or other directly related area.
  • Preferred: Master’s in social work.
  • Any combination of experience and training which provide the equivalent scope of knowledge, skills, and abilities necessary to perform the work.
  • Must hold a Montana driver's license.

PHYSICAL DEMANDS and WORKING CONDITIONS

  • Work is mainly performed on a computer up to 8 hours per day.
  • Frequent interactions with clients, community members and GPVSC staff.
  • Occasional day travel required.
  • Create and maintain a safe/secure working environment by adhering to safety, security, and health requirements. Integrate injury, illness, and loss prevention into job activities by attending any necessary training and implementing best practices.
