Description: AEG is currently seeking a Water Resource Engineer to join our team at our Mechanicsburg office. A self-motivated individual with strong leadership skills is needed. He or she should have experience with projects for the Pennsylvania Department of Transportation (PennDOT) and the Pennsylvania Turnpike Commission (PTC).

The selected candidate will be tasked with conducting and/or managing a range of engineering and environmental-related endeavors associated with transportation, dam and flood control, and private development projects. Tasks may include: Provide engineering and consulting services to a broad array of clients in both public and private sectors for water resources projects, with an emphasis on hydrologic and hydraulic modeling. Projects could include stream restoration, stream and wetland mitigation, dam and levee rehabilitations and upgrades, dam removals, bridge and culvert replacements, stormwater management, green stormwater infrastructure, sediment transport studies and scour analyses, watershed and TMDL studies, regulatory flood map revisions, and erosion and sedimentation control/NPDES plans and permits.

Education and Experience:

  • BS (MS a plus) in Engineering with emphasis in water resources, or another related field.
  • 5-15 years of experience with the duties described below.
  • Engineer in training certification (Professional Engineer license preferred).
  • Certified Floodplain Manager (desired).
  • This candidate should have experience on floodplain studies and H&H Reports for PennDOT projects.

Desired Skills:

  • Demonstrated knowledge of hydraulics and hydrology and associated computational skills to determine pre- and post- site runoff and calculations for a variety of private and public sector projects.
  • Proficient with hydraulic and hydrology calculations and modeling including HEC-RAS-2D, HEC-HMS, HydroCAD, SWMM, GIS, HY-8 including AutoCAD, and MicroStation.
  • Familiarity with PADEP and PennDOT permitting application processes including KEES and ECMS, and PADEP’s E-permitting systems.
  • Experienced in preparing H & H studies, Erosion & Sediment Control plans, and PCSM plans and reports, as well as preparing flood studies in relation to FEMA Letter of Map Revisions.
  • Superior communication skills, including the capacity to make oral and written presentations; the ability to interface with a diverse range of clients, governmental agencies, and other stake holders.
  • Ability to evaluate to determine the best and most cost-effective solutions.
  • Ability to complete site investigations, data collection, site surveys, and evaluation of existing facilities, and determine site hazard conditions in the preparation of PHASE-I, II, & III Environmental Studies and Reports.
  • Experienced with alterative analyses, feasibility studies, and engineer’s construction estimates.
  • Project management and budget/cost control experience a plus.
  • Complete evaluations, alternative analyses, feasibility studies, and engineer’s construction estimates.
  • Complete design calculations and utilize applicable software applications for design purposes.
  • Familiarity with Pennsylvania Department of Environmental Protection (PA DEP) permitting.
  • Familiarity with Pennsylvania Department of Transportation (PennDOT) design requirements.

Duties and Capabilities of the Water Resources Engineer Include:

  • Prepare technical reports and communicate the results to individuals in industry, government, or the general public.
  • Develop and maintain liaisons and effective working relationships with groups and individuals, agencies, and the public to encourage cooperative management strategies or to develop information and interpret findings.
  • Perform site visits to confirm existing conditions and document past flood history.
  • Perform quality reviews of H&H studies performed by others.
  • Prepare any necessary Chapter 105 or 404 permit applications for various projects.
  • Coordinating various projects with Project Engineers and Administrative Personnel in the Mechanicsburg and Phoenixville offices.
  • Possess computer skills including MS Word, MS Excel, MS PowerPoint, Project Management Software, and Internet (web-based applications). Experience with GIS and/or CADD a plus.
  • Perform other related duties, as required.

Working Conditions:

  • Full-time, 40+ hours per week.
  • Must be willing to occasionally travel to client work sites.
  • Fieldwork may occur in a variety of weather conditions, traversing uneven or steep terrain and related elements, as needed.
  • The assignments may require the ability to lift up to 50 pounds, carry equipment, work within wetland and stream areas, maneuver around obstacles, work in the presence of traffic, and ascend/descend ladders.
