Job Summary
The Web Administrator plans, designs, creates, and maintains intranet and public Internet web sites. Also develops applications that link web pages to back-end databases in ways which extend the overall functionality and value of web site investments. Coordinates activities of departmental web site content providers and networks with other I.T. personnel to set and enforce web site design standards. Maintains a high degree of proficiency with HTML, SQL JavaScript, C#, (C Sharp), and other programming technologies. Is adept in, IIS, SQL Server, and as well as other development tools such as Visual Studio which enhance the overall appearance and usability of web pages and content.
Essential Job Functions
- Strategic Delivery of Information Services
- Ensures that all informational services performed and delivered fully supports the vision, mission and strategic objectives of both the organizational and departmental strategic plan.

- Develop and employs data monitoring and testing methods to ensure data integrity.
- Reinforces data quality standards by guiding and monitoring customers in the use of best practices that will support and maintain data integrity.

- Initiates corrective action and communications to rectify performance or delivery issues.
- Software Application Administration
- Manages assigned software applications by supporting and guiding customers in the maintenance of software functions, tools, tables or dictionaries.
- Responds to and logically troubleshoots / debugs software problems.
- Identifies and resolves or escalates and communicates operational failures to the necessary parties, e.g. technical services, vendors, IT Management, stakeholders etc.
- Gathers, analyzes, recommends and submits software application enhancements to vendors with stakeholder approval.
- Assumes responsibility and acts as project manager for all software application upgrades, patches / or STI activities
- Proactively monitors the performance of software applications or related services, e.g. ad hoc files, databases, etc., and resolves or escalates any problem situation.
- Business Analysis
- Interprets, analyzes and documents customer business practices and workflows as they relate to the implementation and delivery of new information products or services
- Seek business process improvements by working with customer to identify best practices and / or software application enhancements.
- Exercise creativity and resourcefulness to gather information; network with fellow vendor clients; conduct product searches; pursue software application enhancements in the pursuit of business process solutions.
- Recommend, document and communicate business practice resolutions.
- Acquire stakeholder sign-off; and complete preparations for implementation and / or transition
- Accountable for the achievement of results.
- An agent for transformation.
- Works with management and Human Resources staff to enhance processes and define new responsibilities for employees working in the re-engineered processes.
- Instrumental in process re-engineering and involved in change management.
- Achieves the results specified in the requirements documents.
- Project Management
- Understands and utilizes project management principles to facilitate implementation and delivery of new information products or services.
- Conducts project management activities in accordance with the departmental project management model.
- Employs the use of project management tools, when applicable, to facilitate the implementation and delivery of new information products or services
- Participates in the management of information as outlined in the JCAHO Standards
- Contributes to Information Management planning.
- Contributes to the maintenance of confidentiality and security.
- Contributes to the effective management of processes.
- Provides decision support information.
- Contributes to making knowledge-based information readily available
- Contributes to maintaining the integrity of the patient medical record.

Specialty Functions
- Supports and improves effectiveness of overall organizational communications
- Plans and designs internet, intranet and departmental sub-webs
- Builds interactive, web-based ASP and ASP.Net applications using VB Script, JavaScript, VB.NET and other programming languages and developmental platforms
- Plans, designs, builds, works with vendors to develop and support in house developed applications
- Conduct all oral communications in a delightful, clear, concise, courteous, respectful and pleasant manner
- Build customer confidence in information services by demonstrating open mindedness, good listening and empathy for customer situations
- Deliver all information services to customers in accordance with organizational goals and strategies
- Provides technical consulting and design support to sub-web content providers
- Provides web-site planning
- Provides support to in house developed applications
- Provides ongoing maintenance
- Performs maintenance to web-sites to ensure content is current
- Performs maintenance to applications developed in house by dev ops team
- Stays consistent with cersion control and change management
- Supports, web site applications and third-party support utilities
- Designs, installs and configures databases and web site application
- Analyze, software programs, etc. to determine, develop, test and successfully deliver information services using various tools, e.g. SQL, Business Objects, Crystal, Access, etc.
- Deliver user friendly tools in a timely fashion. Educate them on use of the same
- Monitors resources for applications
- Monitors, memory, display page performance, error pages and broken links
- Intervenes as needed to ensure optimum application performance
- Evaluates and recommends purchase items to maintain and enhance web site
- Evaluates and recommends web site software
- Evaluates and recommends client application software
- Evaluates and recommends third party utilities
- Proactively looks for opportunities to enhance in house developed applications and eliminate unnecessary off the shelf applications
- Manages web site security
- Administers web site security efforts under the direction of departmental senior leadership
- Assists with audits as needed
- Manages and maintains SSL management
- SSL configuration and installation
- Server Management
- Windows and Linux server management
- Including but not limited to maintaining audit records, application pool management, maintenance and configuration
- Complete software upgrades as necessary
- As new or updated versions of software identified, ensures done as necessary following documented procedures
Required Qualifications
- Bachelor’s Degree in related field.
- Three (3) – five (5) years of experience in information technology.
- Strong leadership ability, good organizational skills, independent and critical thinking skills, sound judgment.
- Strong ability to communicate complex and/or controversial topics and concepts to a wide and diverse audience.
- Relational database design, programming and administration experience. Microsoft Windows and web application design and development experience using Visual Basic and related tools.
Preferred Qualifications
- CAPM Certification preferred.
License, Certification & Clearances
- Act 34-PA Criminal Record Check from the PA State Police system
Supervisory Responsibilities
- This position has no direct supervisory responsibilities, but does serve as a coach and mentor for other positions in the department.
Position Type/Expected Hours of Work
- Incumbent will be scheduled based on operational need (rotate shifts, standby, on-call, etc.).
- Travel may be expected locally between Excela Health locations.
