Job Summary/Basic Function:
Under general direction from the Director of Workforce Funding, manage the Worker Retraining program and act as key contact for Workforce Innovation and Opportunity Act benefits. Assist in the development and implementation of the Worker Retraining program. Working as a team with other staff in the Workforce Funding Department, coordinate, schedule and monitor program activities consistent with program goals. Represent the College to external groups and individuals. Analyze program needs and participate in Workforce Funding program planning.
PERFORMANCE RESPONSIBILITIES:
  • Independently interpret and implement policies and procedures related to assigned programs.
  • Work in collaboration with Outreach staff to develop and maintain an on and off campus outreach and recruitment plan.
  • Prepare and conduct informational and outreach presentations to prospective students, general public, or outside agencies.
  • Keep current on applicable Federal and State laws, regulations, and policies that impact the assigned programs.
  • Assist prospective Worker Retraining program students with troubleshooting issues/barriers through the enrollment process at EvCC
  • Meet individually with students to assist with completing and submitting program applications.
  • Meet individually with students receiving unemployment benefits to complete Commissioner Approved Training, Training Benefits or Training Benefits Plan Modifications applications.
  • Perform intake and complete contracts for Workforce Innovation and Opportunity Act programs, including calculations and adjustments.
  • Perform intake, application review, and verifications for the Worker Retraining program.
  • Award funding to students for tuition, books, tools, and emergency funds through the Worker Retraining program.
  • Reconcile student accounts. Research and resolve problems.
  • Create and distribute program materials such as flyers, brochures, and new student packets.
  • Review multiple budgets for assigned programs.
  • Compile data and prepare required reports for grants, perform year-end reconciliations.
  • Coordinate the Worker Retraining Financial Aid Committee.
  • Work with appropriate leadership staff to assist the coordination of the Worker Retraining Advisory Committee.
  • Keep department administrators advised of upcoming events or changes in programs.
  • Act as a member of the Rapid Response team serving local employers in layoff situations.
  • Attend meetings or conferences as a representative for assigned programs.
  • Oversee the quarterly reporting of Satisfactory Academic Progress for participants, and work collaboratively with other campus departments to provide appropriate intervention and support for those students who struggle academically.
  • Act as the College liaison to SBCTC Worker Retraining division.
  • Coordinate with cross campus departments to ensure that students are connected with necessary resources.
  • Monitor Worker Retraining FTE quarterly.
  • Utilize ctcLink to code, track and monitor Worker Retraining students.
  • Supervise student employees
  • Other related duties as assigned



Minimum Qualifications:
  • Associate degree and/or two or more years of experience in financial aid, student support services, or a related field
  • Intermediate to advanced level skills in Word, Excel, PowerPoint and database programs
  • Accurate data entry skills
  • Demonstrated ability to work effectively with populations representing diverse backgrounds, life experiences and abilities.
  • Demonstrated strong, positive customer service experience and skills.
  • Excellent oral, written, public speaking and interpersonal communication skills.
  • Strong organizational and problem-solving abilities.
  • Ability to multi-task and work in a high-paced environment.
  • Demonstrated strong teamwork skills.



Preferred Qualifications:
  • Bachelors degree from an accredited institution
  • Experience working in a Community College or University setting
  • Supervisory experience

Salary: $46,980 to $61,632 plus benefits
