Founded in 2007, Building Skills Partnership (BSP) offers programs throughout California, serving Los Angeles, Mountain View, Oakland, Orange County, Sacramento, San Diego, and San Jose. The organization serves 5,500 individuals annually and provides opportunities to fully address the unique barriers immigrant workers and their families face in realizing the benefits of social, civic, and economic integration. BSP programs improve the quality of life of property service workers in low-wage industries, as well as their families and communities by increasing their access to education, leadership, and career advancement.
The Workforce Development (WFD) Coordinator II position is a valued staff member within BSP who helps achieve the organization's mission statement by providing management of programs under BSP’s Workforce Development service area. The WFD Coordinator II will work under the supervision of the Statewide Workforce Development Director and collaborate with the Southern California team and Director to manage, coordinate, and expand overall Workforce programming for the region. Furthermore, the incumbent will lead a team for the successful implementation of workforce development initiatives and will have an understanding of, and working relationships with employers, their clients, union representatives, and various stakeholders in the greater Los Angeles, Orange County, and San Diego areas.
This is a full-time, 40 hour/week position based predominantly at the Los Angeles office. BSP’s current training model requires a hybrid work schedule with travel to building sites in the LA County area and occasional travel to Orange County and San Diego. Some night and weekend work is also necessary.
The Workforce Development Coordinator’s responsibilities
Workforce Development Program Implementation:
1) Program & Services Implementation - Coordinate with various stakeholders including employers, clients, labor, HR representatives, industry experts, and regional team to implement across the regions all new & existing vocational programs that have various layers of complexity and competing deadlines. Must be available for the implementation of programs and services on weeknights, and weekends on occasion
2) Regional Lead - Collaborate with managers, directors, and other coordinators to implement the vision of Workforce Development (WFD) programs & initiatives successfully and monitor the data & evaluation components for such programs in the LA, OC, and SD areas. Facilitate regional team meetings, acquire, and monitor program materials, supplies, and equipment for vocational programs in the region.
3) Outreach, Marketing, & Recruitment – Strategize, plan, and track the promotion and recruitment of programs with various property service workers, employers, and property managers in the region. Create, track, and manage a list of eligible building sites in the Southern California area. Conduct outreach, create, and deliver effective oral presentations and facilitate meetings with these audiences.
4) Data Entry & Evaluation - Manage accurate and up-to-date information required of program participants through all areas of funding including public and private databases for the region. Successful collection, documentation, and reporting of data on customer relationship management system, Salesforce and on California’s labor market exchange system, CalJOBS. Utilize collected data and information to analyze training trends, suggest program improvements, and to report on deliverables successfully being met.
5) Program Development & Evolution - Identify and recommend training solutions to meet participant needs, create new programs in workforce development, and evolve existing programs. Develop, document, and implement program framework and scope including program goals, objectives, and procedures. Engage content experts & consultants and support standardizing, updating and expanding curriculum when applicable.
6) Instructor Management – Collaborate with the Learning Innovation & Digital Equity unit to identify and procure instructors for, and to ensure instruction is done in a respectful, supportive, & linguistically appropriate manner in classes.

Partnership Development & Expansion
1) Partnership Development – Identify, develop, and strengthen working relationships representing the organization in a professional manner to internal and external stakeholders and partners in the region.
2) Industry Research - Work closely with, coordinate, and lead the Labor Management Committee (LMC) that drives the innovation and implementation of WFD programming throughout the region. Conduct client satisfaction surveys, and environmental scans to understand current and upcoming training needs in the industry. Plan, facilitate, and prepare logistics for LMC meetings and other duties as assigned.
3) Grant Reporting & Communications - Collaborate with the development team and director to create reports for grants/contracts in a timely manner, identify funding needs and highlight program successes. Write proposals for new grants and other funding opportunities and document the progress towards and/or completion of project goals and deliverables as outlined in contracts with public, private and other funding entities for the region.
4) Community Networking – Attend community events around workforce development as assigned and to expand and improve BSP’s industry-driven, worker-centered programs and services.
Required Qualifications:
- Demonstrated commitment to social and economic justice.
- A minimum of 1-3 years of experience in workforce development programs. management, or non-profit, or project management, or educational programs.
- Bachelor’s Degree or significant work experience in the field of non-profit management or education.
- Project and program management experience.
- Bilingual language skills: must have strong social, written, and verbal communication skills in both English and Spanish.
- Motivated self-starter who is also a solid team player.
- Strong organization & computer skills and experience working with data systems (Salesforce, G-Suite, Microsoft Word, Excel, Internet, & Access).
- Must be open to flexible hours including evenings and some weekends.
- Must have transportation to visit various training sites in the Los Angeles area during the day and evenings. Occasional travel to Orange County and San Diego.
- Must be available for the implementation of programs and services on weeknights, and weekends on occasion.
- Experience working with immigrant populations and adult low-wage workers
Preferred Qualifications:
- Strong intrapersonal and interpersonal skills are strongly preferred.
- Experience with workforce development programming, strongly preferred.
- Experience and knowledge of CalJobs System or other state reporting systems strongly preferred.
- Working knowledge of Salesforce.
- Background working with labor organizations or unions.
- Must be able to work in a Labor/Management Partnership environment.
