Position: Drug & Alcohol Compliance Administrator
Location: Remote position within any Chesapeake service territory
(DE, MD, OH, PA, VA, NC, GA, FL)
Your role in our success will be…
Focusing on ensuring drug and alcohol compliance under federal regulation and company policy. Ensuring that employer and employees comply with DOT Drug and Alcohol Testing regulations and the Company Drug Free Workplace Policy, serving as initial point of contact for the substance abuse program administration and all DOT and Non-DOT alcohol and drug testing, including but not limited to pre-employment, random, post-accident, and return to duty testing. Involvement in reasonable suspicion and diversion investigations and any necessary testing. Responsibility for educating all team members on drug and alcohol program compliance and maintaining all documentation in preparation for investigative and DOT Audits to ensure compliance to eliminate violations and improve safety.

What you’ll be working on…
- Preparing and maintaining records, files, and reports relative to drug testing.
- Administering the DOT and non-DOT drug testing program according to company policy and federal regulations; serving as the Designated Employer Representative for the company’s anti-drug and alcohol policy requiring individual to be a subject matter expert. Preparing and submitting reports to ensure compliance with State and Federal drug testing requirements.
- Conducting new and recurrent training on reasonable suspicion drug/alcohol testing and substance abuse policy updates.
- Coordinating with Managers, Vendor and Applicants to schedule all DOT pre-employment tests to ensure results are received timely and prior to hire date.
- Properly and regularly auditing new employee files for all required DOT documents. Conducting quarterly and annual audits of all DOT records to ensure compliance of record keeping requirements.
- Managing DOT quarterly random testing program and quarterly random testing program for safety sensitive employees in non-DOT positions.
- Working closely with LOA Coordinator and Field Resources to ensure communications regarding post-accident and return to duty tests are communicated, and drug and/or alcohol tests are completed according to policy.
- Reconciling billing, researching discrepancies and making modifications as needed.
- Recommending process improvements to continuously improve efficiency and customer service.
- Effectively maintaining records and processing of monitoring both internally (managers and employees) and externally (Clinics, MRO, vendors, etc).
- Tracking violations and preparing statistical reports of types of actions taken. Reporting to Management on a timely and regular basis.
- Monitoring data integrity through the development of procedures and routines to validate data stored in various HR databases.
- Serving as a substance abuse program liaison to employees, leaders, collection sites.
- Working on special projects and performing other job-related duties as needed.
- Preparing and maintaining employee drug and alcohol testing files, assuring accuracy, compliance and confidentially.
- Serving as new hire orientation facilitator and supervisor trainer as needed.
- Serving as point of contact for Employee Assistance Program and Formal Management Referral process.
- Identifying communication and operational issues arising during day-to-day administration activities/contact with employees and proposes solutions to the Manager as appropriate.
Who you are...
- Bachelor’s Degree preferred or equivalent in experience.
- 3-4 years’ experience in drug and alcohol program administration or Human Resources with exposure to DOT drug testing guidelines preferred.
- Strong organizational and analytical skills required.
- Strong attention to detail; ability to multi-task essential.
- Strong written and verbal communication; ability to effectively and professionally present information and respond to questions from management, employees, vendors and agencies.
- Strong technology background including MS Office Suite and Internet.
- Knowledge of principles and practices of Human Resources administration.
- Prior knowledge of principles and practices of substance abuse program administration.
- Must be able to interpret and apply laws and regulations as written in the Federal Register and regulations CFR 49 Part 40 and CFR 14 Part 120.
- Well-developed ability to provide clear, effective, timely and constructive feedback to candidates, employees and leadership.
- Must have a drive for perfection and uphold the highest ethical standards.
- Must maintain a high level of confidentiality and discretion.
- Prior audit experience helpful but not required.
- Ability to remain calm, confident, and compliant in a fast-paced environment.
