JOB FUNCTION:

Provides specialized expertise, skills and technical support (including callouts) for the operation and on-going assessment, improvement and extension of the capabilities of real-time operation systems [i.e., Automated Metering Infrastructure (AMI)] to meet service reliability, availability, customer service, and customer billing (this critical system is vital to the operational and financial health of the electric utility and requires high availability and performance). Project manages department Corporate computer needs and provides support to company personnel in the effective and efficient use of Corporate computer resources and the AMI network. Supports the AMI Systems Administrator in collecting, reviewing, analyzing, editing, warehousing, and using electric meter interval data in support of billing, customer service, research, energy management, planning, forecasting, and system operations. Supports daily operations of the AMI meter data management (MDM) and related systems, including hardware and software maintenance and upgrades. Provides AMI communications network oversight, coordination, and operations. Supports the development and documentation of continuously improved measurement data collection, translation, validation and estimation systems, processes and procedures, and generally work as an integral part of the AMI team.

ESSENTIAL FUNCTIONS:

  • Investigates, designs, reviews, analyzes, documents, and implements new/upgraded and existing computer systems, programs, and software applications for billing, operating, engineering and maintenance requirements. Researches, evaluates, and documents technological advances in computer and telecom architecture, hardware and software, applications, and proposes necessary improvements to ensure operation systems availability, reliability and cost effectiveness. Develops flow charts, block diagrams. Writes, tests, corrects, and documents computer programs and operation & maintenance procedures.
  • Maintains databases, programs and system security for operation systems and AMI computer applications. Enforces, documents, and updates established policies, procedures and standards. Ensures data and program security of AMI applications and hardware. Coordinates the information transfer between customer meters (primarily AMI meters), through a Regional Network Interface (RNI) to a centralized Meter Data Management System located at HECO. Provides AMI system technological expertise and support and trains users to multiple levels of users to maintain/operate/use AMI software applications. Assists in the training of new AMI team members.
  • Plans, support project managers and administrators, documents, and performs hardware, operating system and software product installation, updates, maintenance, and integration into operation and electrical systems (i.e., participates and involved with AMI and MDMS installations/replacement/removals. Provides after-hours service (callouts) to ensure AMI system availability. Investigates and responds to AMI system failures (application software, critical interfaces, network components and end-point devices) during and outside normal working hours. Performs and recommends corrective measures or identifies and notifies appropriate party responsible for correcting the problem. Works independently and collaboratively with other Company process areas, personnel or consultants. Isolates, identifies and resolves problems with the AMI system, and helps to develop specialized test software and procedures. Submits oral and written reports documenting problem analysis and proposed resolution.
  • Facilitates the acquisition, maintenance, and documentation of technical resources for the AMI system. Works with contractors and finalizes contracts, maintenance schedules, and documents work/history for all aspects of the AMI system, including specialized equipment. Travels to field sites within the Companies’ service territory, as required.
  • Provides back-up to the AMI Systems Administrator.
  • Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response.

BASIC QUALIFICATIONS:

Knowledge Requirements

  • Thorough knowledge of the principles of electrical engineering, including metering principles, and computer programming usually acquired through college level courses in a relevant engineering discipline or equivalent experience. Bachelor of Science degree in Electrical Engineering or equivalent of the degree in appropriate education and experience required,
    or,
    Knowledge of fundamental computer science concepts, normally acquired through college degree or equivalent experience. Familiar with operation systems’ operating systems, adept at evaluating and configuring computer systems and networks, able to develop and maintain software applications, familiar with a broad range of computer peripherals and interfaces, intimately acquainted with extensive and complex operation systems software and database environments, and be able to function as an End-User help service, with additional responsibilities for problem identification and correction and new program implementation.
  • Bachelor’s degree in Computer Science or Information Systems, or equivalent experience that would be gained through work in electric utility business operations.
  • Proficient in Unix, Linux, and Windows, scripting languages, databases, and operating systems used in current and able to learn future operations systems environments.
  • Working knowledge of the basic fundamentals of data acquisition systems, computer and communication networks.
  • General knowledge of electric utility business systems and processes, including billing software
  • Working knowledge of personal computers and/or mainframe systems and related software applications (i.e.; spreadsheets, word processing, databases, etc.)

  • Ability to isolate, identify and resolve operation systems issues quickly; identify needs and design and implement new programs or modifications extending the functions of the AMI system; modify and expand the database, and develop customer information portals.
  • Ability to remain flexible in a demanding work environment and adapt to rapidly changing priorities.
  • Able to demonstrate organizational, and conceptual skills to handle various projects and programs and able to assess the demands of the job and recommend proper actions.

  • In-depth analytical, organizational, and conceptual skills to handle various projects and programs.
  • In-depth computational skills for technical and statistical computations.

  • Must have or be able to qualify for State of Hawaii and HECO driver’s licenses in order to travel to field sites.

Experience Requirements

  • Multiple (4-8) years of experience with: the systems analysis and programming of critical production computer systems, and the engineering analysis, system operation, or design of data acquisition,
    or,
    developing and/or supporting hardware, software, database requirements of a moderately complex to complex operational systems.
  • A strong fundamental understanding of operational issues faced in support of real-critical computer systems, and wide-ranging familiarity with the hardware peripherals and interfaces.
  • 3+ years of IT systems administrator experience in a high reliability data processing environment and/or an electric utility customer information systems department.
  • 3+ years of experience in one of more of the following: customer information systems (CIS), outage management systems (OMS), and energy management systems (EMS).
