Assessor Clerk-Recorder Assistant I/II Job at Yolo County, CA
The County of Yolo is recruiting to fill one regular, full-time position in the class of Assessor Clerk-Recorder Assistant I at the Assessor/Clerk-Recorder/Elections Office (ACE). The selected candidate will be assigned to the Assessor branch. However, the eligible list established as a result of this recruitment will also be utilized to fill future vacancies in both the Clerk-Recorder and Assessor branches. The ideal candidate should be a strong listener and a problem solver. We are seeking a highly motived individual with a strong work ethic that is reliable, goal-oriented and has the ability to multi-task. This individual should be a team player and have strong interpersonal skills. Bilingual skills are preferred.
The salary range for the Assessor Clerk-Recorder Assistant I and II classification levels are as follows:
Assessor Clerk-Recorder Assistant I: $42,203 - $51,314 Annually
Assessor Clerk-Recorder Assistant II: $46,426 - $56,430 Annually
Under close supervision, provides assistance to the public in the Assessor or Clerk-Recorder Office by accepting, reviewing and issuing documents for legal sufficiency; requests and researches official documents and provides copies; indexes, verifies and prepares documents for archival storage; and determines appropriate fees.
DISTINGUISHING CHARACTERISTICS
The Assessor Clerk-Recorder Assistant I is the entry level in this class series. This class is distinguished from the Assessor Clerk-Recorder Assistant II by the performance of more routine tasks that are more structured and repetitive. Incumbents at this level are given detailed instructions and are not expected to perform with the same independence of direction and judgment on matters allocated to the journey level. As requisite skills and knowledge are developed, incumbents are expected to perform increasingly responsible and difficult assignments.
Incumbents receive technical and functional supervision from an Assessor Clerk-Recorder Supervisor or other higher level personnel while learning job tasks. This class is distinguished from the Assessor Clerk-Recorder Specialist I/II in that this class does not require a specialized skillset.

Duties may include, but are not limited to, the following:
- Provides exceptional service to internal and external customers both over the counter and on the phone to ensure the delivery of timely and responsive assistance; greets customers at the front counter; researches and resolves difficult customer services issues by applying rules, regulations, policies and procedures to meet customer's needs.
- Provides assistance on public area computers to assist in searches of various documents.
- Assists the public by explaining, receiving and/or helping to complete various forms.
- Processes, sorts and distributes incoming and outgoing mail.
- Cashiers appropriate fees for services provided and issues receipts..
- Enters and updates data/information manually or in a computer system; verifies information and makes corrections to ensure accurate records; retrieves various documents, records and data in order to provide information to customers.
For positions assigned to the Assessor Office:
- Assists in the preparation and maintenance of the assessment roll and property records.
- Examines property statements, forms, records and other assessment material for accuracy and conformance with established procedures.
- Receives, reviews and sorts transfer documents; retrieves files and checks validity of events; compares data for accuracy.
- Provides customers with applicable forms for filing or property documentation.
- Performs research to determine property ownership and discover new businesses.
- Performs related duties as assigned.
For positions assigned to the Clerk-Recorder Office:
- Prepares and processes requests for vital records; issues certified copes of official and vital records.
- Reviews microfilm for legibility and completeness; mails out recorded official records.
- Reviews and files oaths for notary publics.
- Reviews, issues and files Fictitious Business Name statements, Department of Fish and Game filings, Power of Attorney forms; registers process servers, Professional Photocopiers, Legal Document Assistants and Unlawful Document Assistant applications; and issues appropriate identification cards.
- Reviews and receives Conflict of Interest Statements.
- Reviews marriage license applications; issues marriage licenses; may perform marriage ceremonies as a deputy civil marriage commissioner.
- Performs related duties as assigned.
Education: Equivalent to graduation from high school or possession of a valid G.E.D. certificate.
Experience: One year of general clerical experience, including providing customer service to the public.
Knowledge of:
- Basic accounting principles in the collection, receipt and deposit of money and fees
- Basic data entry, analysis and retrieval functions of a personal computer
- Principles and techniques of effective communication
- Record keeping principles and practices
- English usage, spelling, grammar, and punctuation
- Customer service techniques including, but not limited to, courtesy, patience and understanding
- Modern office methods, equipment and procedures including, but not limited to, reproduction and imaging systems
- Operations and automated applications of electronic information equipment and systems
- Distinguish among legal documents
- Perform detailed and accurate review of official and vital documents
- Review and interpret operating procedures and regulations
- Communicate effectively with those contacted during the course of work.
- Monitor basic financial accounts
- Understand, explain and apply legal regulations and procedures; read and interpret laws applicable to the office
- Operate standard office machines and equipment including personal computers, optical scanners, microfilm, and other copying equipment
- Establish, build and maintain effective and cooperative working relationships with those contacted in the course of work
