Department of Housing and Community Development (DHCD) is seeking an Assistant Manager of the Emergency Assistance Shelter Non-Compliance Unit in the Division of Housing Stabilization!

OVERVIEW OF ROLE:
The Assistant Manager of the Emergency Assistance (EA) Shelter Non-Compliance Unit reports to the Director of the Placement and Non-Compliance Unit in the Division of Housing Stabilization (DHS). The Assistant Manager assumes all responsibilities of the Director and the unit when the Director is unavailable. The Assistant Manager ensures that non-compliances are entered into the daily non-compliance tracking sheet, are reviewed and processed according to policy and procedures and are entered into the families’ record in the All Services Integrated System Tracker/ Efforts To Outcomes (ASIST/ETO) database. The Assistant Manager provides direct supervision to the staff of the Non-Compliance Unit which consists of 3 Program Coordinator lll positions. The Assistant Manager carries out delivery services to homeless families across the state of Massachusetts on a daily basis.
DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE):
1.Management:
- Oversees all statewide emergency shelter non-compliance activities for homeless families in EA shelters and hotels/motels.
- Assists the Director in all aspects of managing the processing of non-compliances filed against clients that have been placed in the EA system including placing families in shelters and hotels.
- Facilitates monthly open office hours & training of EA shelter staff.
- Prepares quarterly reports.
2. Supervision:
- Supervises and provides guidance to staff working in the non-compliance unit.
- Provides weekly supervision of staff & facilitates team meetings
3.Technology and Tracking:
- Oversees the shelter non-compliance system for families including tracking of serious incident reports, non-compliance determination and tracking, and implementation of terminations.
4. Collaboration:
- Participates in discussions relative to enhancements/improvements to the shelter non-compliance system.
PREFERRED QUALIFICATIONS:
- Demonstrated ability to provide leadership and supervision for staff responsible for effectively and efficiently delivering quality customer service within a trauma informed service delivery model.
- Experience working with State and Federal programs with complex regulations and policies and the demonstrated ability to develop necessary strategies for effective implementation.
- Exceptional negotiation, conflict resolution and coaching skills.
- Ability to manage multiple tasks simultaneously as a result of effective planning, delegation and communication.
- Knowledge and experience in program policy and development, analysis and program evaluation including the demonstrated ability to anticipate and identify problems and develop solutions that are creative, innovative, and flexible.
- Understanding of issues of poverty and diverse low-income populations.
- Demonstrated ability to create collaborative partnerships with multiple stakeholders including community-based organizations, local coalitions, faith-based groups, service providers and consumers.
- Excellent verbal and written communication and reporting skills.
- At least intermediate demonstrated proficiency using Microsoft Excel and Word.

This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days, as needed.
Salary placement is determined by years of experience and education directly related to the position and the Human Resources Division’s Recruiting Guidelines. In the case of a promotional opportunity, the salary provisions of the applicable collective bargaining agreement will apply to placement within the appropriate salary range.
