Position Summary
The National Association of Chronic Disease Directors (NACDD) is seeking a highly motivated and experienced individual to join our organization as an Associate Director, Public Health Leadership to support our Center for Public Health Leadership. NACDD is a Member-based not-for-profit Association that improves the health of the public by strengthening state-based leadership and expertise for chronic disease prevention and control in states and at the national level. NACDD's role continues to be that of standing in the gap, linking resources with its member-experts, and together creating a safer, healthier, and more equitable America. Under the direction of the Chief Program Strategy Officer (CPSO) and the direct supervision of the Vice President (VP), Center for Public Health Leadership, this position provides leadership and strategic direction for designing, implementing, and managing the Center for Public Health Leadership. Strategic leadership for the Center includes planning, organizing, implementing, evaluating, and leading all program activities of the Coordinating Center and uses a systems approach to coordination and collaboration among programs that considers the Board’s priorities and strategic direction. An emphasis on inclusion, health equity, social justice, and building inclusive programming will be integrated into all Center activities and programs.
This position will require having knowledge of and providing expertise in the area of public health practice including organizational, workforce, and strategic leadership capacity building for effective state-level chronic disease prevention and health promotion. In addition, this position will provide expertise in overseeing budgets, contracts, project management, and progress reporting as well as designing, developing, implementing, and evaluating technical assistance programs, tools, and resources for members, partners, and internal Association use.
Essential Duties and Responsibilities
The essential functions include, but are not limited to the following:

  • Collaborates with VP, Public Health Leadership, CPSO, and other Association leadership to develop strategic direction and formulate Center program goals.
  • Assists the VP, Public Health Leadership in planning and managing the delivery of the Center programs and its activities in accordance with the mission and direction of the Board of Directors of the Association.
  • Contributes to program planning and long-term strategic direction in collaboration with the VP, Public Health Leadership to maximize the development of the Center and NACDD programs.
  • Assists the VP, Public Health Leadership in organizing, implementing, and managing Center activities.
  • Coordinates and supports Center staff and supervises Subject Matter Experts (SMEs) as needed to augment program implementation.
  • Contributes to developing systems of monitoring and analyzing the various facets of projects and assuring alignment and integration into NACDD strategic plan and overall mission.
  • Advises the VP, Public Health Leadership on program impact and proposes program changes necessary to respond to contextual requirements.
  • Ensures that the Association's strategic plan, mission, vision, and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services.
  • Provides direction for performance improvement and assists in the development of project progress.
  • Coordinates budget tracking, progress reporting, document review, project management, quality improvement activities, and funding proposal development.
  • Develops funding proposals seeking support from philanthropic organizations, foundations, and other organizations to support expansion of program resources and collaboration.
  • Assumes other duties as assigned and perform special projects as needed or directed.

Minimum Qualifications (Knowledge, Skills, and Abilities)

  • Master’s degree in Public Health or equivalent with minimum of 15 years of progressive experience in the public health field. A DrPH or PhD in public health is preferred, but not required.
  • Minimum 10 years experience in leading, developing, managing, implementing, and evaluating public health initiatives including organizational and workforce capacity development.
  • Experience developing, managing, directing, or implementing state public health department chronic disease or related risk factor programs is required.
  • Experience collaborating effectively with state health departments and other partners is required. Additional experience collaborating effectively with territorial health departments in preferred.
  • Experience in leading federal government grant programs and grants management that support chronic disease programming especially focusing on community and environmental health, physical activity, nutrition and social connectedness/peer involvement/mentoring.
  • Experience in strategic thinking for program design, development and implementation.
  • Experience in writing grants (both for private funders and public funders), project work plans and project budgets specifically focusing on chronic diseases and or their risk factors.
  • Experience developing and implementing capacity building technical assistance initiatives.
  • Experience applying evidence-based frameworks for public health practice improvement and public health organizational effectiveness.
  • Ability to effectively communicate through technical writing for required Federal Government grants and cooperative agreements.
  • Prior Association or other not–for-profit experience preferred, specifically member-based organizations serving state public health practitioners.
  • Strong project development, management, prioritization, and planning skills, with demonstrated success producing high-quality deliverables on time and within budget.
  • Advanced communication and dissemination skills that promote programming including document and resource development, podcasts and other storytelling methods, and dissemination and development of case stories/success stories.
  • Skill in developing alternative training and technical assistance methods supported by virtual learning platforms.
  • Intermediate experience with Microsoft Office Programs (i.e. Word, Excel, Access, PowerPoint, Teams) and Zoom is required. Must be able to master technologies and software applications.
  • Proven ability to effectively manage multiple projects simultaneously within deadlines including staff, Subject Matter Experts, budgets and partnerships.
  • Strong interpersonal skills and ability to work independently with a team.
  • Skills and knowledge of performance management software and other efficiency platforms such as SmartSheets.
  • Effective communication and organizational skills. Ability to effectively present information and respond to questions from senior management, staff and consultants and Board of Directors.
  • Strong project management, prioritization, and planning skills, with demonstrated success producing high-quality deliverables on time and within budget.
  • Able to take direction well and able to establish and maintain professional credibility and diplomacy.
  • Ability to maintain high-level of professionalism and integrity.
  • Ability to effectively lead teams and collaborate in remote work environments.
  • Understand the importance of keeping current industry or subject matter expertise.
  • Available to travel as needed.

  • Remote - Must be located in Arizona, California, Florida, Georgia, Illinois, Maryland, Michigan, North Carolina, Ohio, Rhode Island, Texas, Virginia, or Washington.
