Job Summary

This Breastfeeding Peer Counselor Supervisor manages the Breastfeeding Peer Counseling (BFPC) Program(s) and is supervised by the Nutrition Services Manager. This position will oversee all BFPC services in an efficient and cost-effective manner to ensure quality service, meet the expectations of the program, and increase the breastfeeding initiation and duration rates. The Breastfeeding Peer Counseling Supervisor will supervise the Breastfeeding Peer Counselors and serve as the Lactation Consultant to handle more complex breastfeeding problems and program oversight. This position collaborates with other stakeholders to plan, coordinate, and implement the general operation of the Breastfeeding Peer Counselor (BFPC) programs; and any other duties as assigned by the WIC Program Administrator.

Essential Functions

  • Provides breastfeeding support and promotes a culture of breastfeeding.
  • Provide client services, nutrition education, breastfeeding education, and promotion, and assigned administrative tasks.
  • Oversees the planning, management, implementation, and evaluation of local agency peer counseling activities as set forth in WIC Contract and WIC Policy & Procedure Manual.
  • ·Assists in establishing program goals and objectives for the Local Agency.
  • Assists in establishing Peer Counseling Program protocols and policies.
  • Keeps current with up-to-date breastfeeding information and disseminates this as well as FNS-provided information to other Local Agency staff.
  • Meet with all new hires to provide them with an overview of the Local Agency’s breastfeeding peer counseling program.
  • Coordinate, plan, and ensures Breastfeeding Peer Counseling staff complete an approved week-long breastfeeding course that provides at least 30 hours of continuing education credit every five years.
  • Ensure all breastfeeding training is communicated to the Nutrition Services Manager.
  • Ensure staff provide evidence-based breastfeeding messages and use State Agency approved resources.
  • Collaborate with the Breastfeeding Coordinator and Nutrition Services Manager to ensure the Breastfeeding Peer Counselors receive continuing education to improve counseling skills, so we may increase the breastfeeding initiation and duration rates.
  • Develop, document, and maintain the internal referral link between WIC Programs and the WIC Peer Counseling Program.
  • Ensure Breastfeeding Peer Counseling staff accept referrals generated from WIC staff and calls to the ADHS Pregnancy and Breastfeeding Hotline into the Peer Counseling program.
  • Ensure BFPCs provide peer counseling services, when appropriate; services shall be made available outside the usual clinic hours and outside of the WIC clinic and may also be available during usual clinic hours and in the WIC clinic or hospital.
  • Ensure interaction between WIC staff and BFPC staff at least monthly; this may be through clinic or hospital visits, participation of Peer Counselors in WIC meetings, and/or additional training for WIC clinic staff and Peer Counselors.
  • Conducts a needs assessment to identify gaps in breastfeeding resources and services within the local agency and community that the WIC peer counseling program can address.
  • Conducts outreach with community organizations to promote the Mountain Park Health Center Breastfeeding Peer Counselor Program, the services offered, and why these services are so valuable to the community
  • Collaborates with the Breastfeeding Coordinator and/or Nutrition Services Manager to present during in-house meetings and within the community.
  • Attend MPHC Staff Meetings.
  • Collaborate with stakeholders including management and other department leads at the health center to support, protect, promote, and sustain breastfeeding while increasing the breastfeeding initiation and duration rates in Arizona.
  • Conduct assessments, observations, chart audits, and determine training to ensure Breastfeeding Peer Counselors are competent.
  • Provide supervision, mentoring, monitoring, and evaluation of peer counselors when appropriate.
  • Assist with the Local Agency Self-Assessment (LASA) observations and chart reviews on Breastfeeding Peer Counselors to ensure quality and effective services and the accurate documentation of data.
  • Evaluate the individual peer counselor and Peer Counseling Program by:
  • Utilizing the Breastfeeding Peer Chart Review in conjunction with the Rubric for AZ WIC Appointments, review a minimum of one client file for a participating pregnant client and one client file for a breastfeeding client monthly.
  • Conduct a minimum of one observation for a participating pregnant client and one observation for a participating breastfeeding client every quarter, utilizing the Breastfeeding Peer Counseling (BFPC) Observation Tool.
  • Conduct annual assessments of the Peer Counseling Program by utilizing the Annual Self Evaluations.
  • Ensure staff are documenting as expected in the HANDS system.
  • Assesses staff breastfeeding educational needs and comfort levels; develops individual staff training plans and trainings based on identified gaps in education and/or comfort level; and ensures staff are properly trained.
  • Collaborate with the Breastfeeding Coordinator and/or Nutrition Services Manager to order allowable and approved breastfeeding incentives and maintain inventory in clinics.
  • Ensure Breastfeeding Peer Counselors follow up with BFPC participants within a week after receiving a breast pump.
  • Attends meetings and trainings as assigned.
  • Follows other guidelines established by the State and local agency and works towards continuous quality improvement.
  • Receives tate-approved training in breastfeeding management.
  • Participates in continuing education about breastfeeding annually.
  • Determines peer counselor staffing needs.
  • Recruiting and interviewing potential peer counselors in alignment with program policies and standards.
  • Provides, or arranges for, training for new peer counselors.
  • Ensure peer counselors promote breastfeeding to WIC participants, provide evidence-based breastfeeding messages (education and support), and refer to International Board-Certified Lactation Consultant (IBCLC) when appropriate.
  • Collaborates with management to create, plan, coordinate, and/or conduct the continuing education of peer counselors.
  • Trains and mentors Breastfeeding Peer Counselors providing monthly one on one follow-up and guidance.
  • Facilitates regular Breastfeeding Peer Counselor meetings (at least monthly) to follow up on efforts, problem solve, strategize, and implement solutions.
  • Identifies gaps in breastfeeding resources and services both within the WIC Local Agency and within the community that can be addressed through the WIC Peer Counseling Program.
  • Trains WIC staff on the Breastfeeding Peer Counseling Program, so we can collaborate effectively to achieve the breastfeeding goals.
  • Promotes the peer counseling program and collaborates with stakeholders to integrate peer counseling services.
  • Coordinates with local community stakeholders such as hospitals and health care providers to enhance the effectiveness of the peer counseling program.
  • Develop a support referral system for peer counselors with community Lactation Consultants, including IBCLCs.
  • The Breastfeeding Peer Counselor Supervisor will assist peer counselors when it is out of their scope.
  • Conducts spot checks and collects documentation records and data as appropriate.
  • Reports on the peer counseling program activities to the Nutrition Services Manager by the 5th day of each month.
  • Completes and submits quarterly reports by the 15th of month following the close of the quarter.
  • Monitors the program’s budget.
  • Works with Local Agencies to determine program improvements and long-term program needs.
  • Other duties as assigned.

Minimum Qualifications:

  • Has demonstrated expertise in breastfeeding management and promotion
  • Has credentials of an International Board-Certified Lactation Consultant (IBCLC) or has other lactation management training (e.g., CLS, CLC, CLE) or State-approved training in lactation management
  • Has a minimum of one year experience counseling breastfeeding women
  • Personal breastfeeding experience
  • Experience working with the WIC population
  • Familiar with community resources
  • Valid Arizona Driver’s License

Preferred Qualifications:

· Has demonstrated experience in program management

Pay: $18.00 - $24.00 per hour
