The Department of Behavioral Health and Developmental Services (DBHDS) is seeking a qualified professional to serve as a Business Systems Analyst. The position provides business and technical analysis for both internal and external customer facing projects, works closely with subject matter experts in the business units, the IT Governance committee for one or more functional areas, and all roles in the Office of Information Technology (IT). This position will evaluate and work with testers on developed solutions to ensure compliance with requirements, provide assistance with and input to development of contract documents and Cost Benefit Analysis as necessary, collaborate with business customers to ensure visions, goals and solutions were accurately and holistically captured and translated to the stakeholders as well as the IT department; and track time assigned to projects and work towards timely deliverable of tasks. This position will also capture, translate, document, and communicate business user requirements into technical artifacts and documentation used by architects, project managers, software developers, vendors, and other resources charged with building and implementing technology systems.

Minimum Qualifications
Strong understanding of basic system engineering, object-oriented design, information risk and security guidelines, and architecture standards. Knowledge of Software Development Life Cycle (SDLC) approaches. Proficient in MS Visio and MS SharePoint. Ability to author context diagrams, data flow diagrams, business process diagrams, and other artifacts typically used in system/solution design. Ability to understand business functionality and translate it into application requirements. Understanding of the various software development lifecycles (e.g. Agile, Waterfall, etc.). Well organized with the capability of recognizing good processes to complete the work required for the project. Strong technical translation skills, with excellent verbal and written communication skills, including active listening skills. Ability to develop and communicate a joint vision for the initiative. Excellent understanding of business complexity and project interdependencies. Demonstrated effectiveness in building rapport and relationship with peers, staff in more junior roles, and staff and management in more senior roles, including executive management. Ability to partner with multiple stakeholders and influence project decisions. Skilled in managing client expectations and negotiation/reconciliation of different perspectives and conflicting priorities. Ability to effectively negotiate in order to build a final consensus on a common set of requirements from all clients and stakeholders. Ability to create compelling business cases with accurate cost and effort estimations. Ability to quickly troubleshoot problems that may arise in work products. Ability to communicate both negative and positive implications of business user requests and decisions, with the ability to provide alternative options when required.

Preferred Qualifications
Knowledge of behavioral health, developmental disabilities or general healthcare. Completion of a college degree in computer science or management information systems or an equivalent combination of course work, experience and training in computer systems concepts and design. Experience in a software development, testing, training and/or other technical capacity. Experience with data exchange, system interfaces, and integrating data sources into a data warehouse. Experience in data management, governance, and analytics. PMI Professional in Business Analysis (PMI-PBA) certification and/or PMI Agile Certified Practitioner (PMI-ACP) is desired. Experience as a business systems analyst in healthcare environment is strongly preferred.

Special Requirements
Effective July 5, 2022, all Commonwealth of VA State Employees are required to work onsite. However, this position has a unique blend of telework and in-office abilities.
