ESSENTIAL DUTIES, FUNCTIONS AND RESPONSIBILITIES

  • Takes direction from and works in partnership with the FDIHB Board of Directors to provide leadership to the FDIHB Medical Staff, Executive Leadership Team, as well as the Navajo communities/Chapters the organization serves.
  • Supports the FDIHB Board of Directors and keeps them informed of key policy and operating issues affecting the overall direction and performance of the organization and implements the directives and policies of the FDIHB Board of Directors regarding such issues.
  • Keeps the Board of Directors informed of legal issues that may have negative implications for FDIHB.
  • Works in partnership with the FDIHB Board of Directors, Medical Staff and Executive Leadership Team to identify goals for FDIHB’s short and long term strategic plan and works to ensure completion of the stated goals.
  • Assumes responsibility for the development of the FDIHB organizational structure, direction, human resource management and oversight of hospital and clinical services that will ensure that the mission, vision, goals, and strategic objectives of FDIHB are promoted throughout the sixteen (16) Chapters that it serves.
  • Directs and participates in the development of the FDIHB Annual Report and ensures submission to the Navajo Nation Health Education and Human Services Committee in a timely manner.
  • Represents FDIHB in tribal, local, regional, national meetings and conferences.
  • Leads FDIHB employees in a culturally‐sensitive approach to patient care while demonstrating the utmost respect for the communities served by FDIHB.
  • Monitors FDIHB operations and initiates appropriate measures to correct unsatisfactory conditions and/or performance.
  • Presents proposed operating and capital expenditure budgets, with full disclosure to the FDIHB Board of Directors, for its review and approval and oversee the preparation of administrative and financial reports for FDIHB Board of Directors and Subcommittee presentation.
  • Oversees human resource management of Executive level positions, including but not limited to the transfer, promotion, salary action, disciplinary action, termination, and performance management of all direct reports.
  • Ensures the implementation of effective strategies for recruitment and retention of superior staff.
  • Coaches and counsels leaders within the organization to ensure that policies are uniformly applied, interpreted and administered to foster and maintain a high level of employee understanding and workplace morale.
  • Ensures accountability for improving community health systems and addressing societal issues that contribute to poor health, as well as works for the betterment of the community at large. Ensures that community programs are appropriately determined and effectively administered.
  • Develops and maintains positive relationships with the Medical Executive/Nurse Executive Teams/Committees, and identifies opportunities to convert challenges into innovative solutions and programs that will advance the future and quality of healthcare provided by FDIHB.
  • Ensures and maintains the confidentiality of all personnel and patient information (e.g. Health Insurance Portability and Accountability Act requirements, Information Technology security, etc.) and the consistency of standards, policies and ethical practices of the hospital administration.
  • Fosters a smooth functioning, efficient organization by anticipating problems and reaching a timely and effective resolution of issues or disruptions.
  • Complies with regulations governing hospitals and the rules of accrediting bodies (e.g. Centers for Medicaid and Medicare Services (CMS).
  • Leads performance improvement initiatives to improve clinical outcomes, patient experience and reduce organizational costs.
  • Develops a culture of safety and ensures all clinical and organizational quality measures are adopted and sustained.
  • Ensures all FDIHB facilities are maintained in a safe, clean and functional manner.
  • Helps determine FDIHB’s values, mission, vision, and short- and long-term goals.
  • Monitors and evaluates FDIHB’s relevancy to the community, its effectiveness, and its results.
  • Keeps the Board fully informed on the condition of FDIHB and on all the important factors influencing the facility and its services. Identifies problems and opportunities and addresses them.
  • Facilitates the integration of FDIHB into the fabric of the community by using effective marketing and communications activities.
  • Acts as an advocate, within the public and private sectors, for issues relevant to FDIHB, its services and constituencies.
  • Listens to the community in order to improve services and generate community involvement. Ensures community awareness of FDIHB’s response to community needs.
  • Serves as chief spokesperson for FDIHB, ensuring proper representation of FDIHB to the community.
  • Initiates, develops, and maintains cooperative relationships with key constituencies.
  • Performs other duties as assigned.

MANDATORY MINIMUM QUALIFICATIONS

Experience:
Ten (10) years of prior leadership experience in healthcare administration in facilities of similar size and structure AND either:

1. A minimum of 7 years in an Executive Healthcare Leadership position (e.g. CEO, CMO, COO)

OR

2. Five (5) years of clinical experience in chosen specialty with Board and medical staff interaction.
** Candidate must take a leadership assessment to indicate the ability to perform in this Executive position.**

Education:
Master’s Degree or higher from an accredited university in Healthcare Administration or related field OR Completion of Medical Degree from an accredited university, DO or DDS and accredited residency program.

NAVAJO/INDIAN PREFERENCE

FDIHB and its facilities are located within the Navajo Nation and, in accordance with Navajo Nation law, has implemented a Navajo/Indian Preference in Employment Policy. Pursuant to this Policy, applicants who meet the minimum qualifications for this position and who are enrolled members of the Navajo Nation will be given primary preference in hiring and employment for this position and members of other federally-recognized Indian tribes will be given secondary preference. Other candidates will be considered only after all candidates entitled to primary or secondary preference have been fully considered.
