The mission of the Center for Health Information and Analysis (CHIA) is to monitor the Massachusetts health care system and provide reliable information and meaningful analysis for those seeking to improve health care quality, affordability, access, and outcomes. To help fulfill our mission, we are seeking an experienced individual with deep knowledge of state finance, budgeting, and procurement to join our team as Chief Fiscal Officer.
Reporting to the Chief of Staff, the Chief Fiscal Officer oversees all aspects of CHIA’s financial strategy and operations, including annual budgeting, accounting, forecasting, grants management, revenue, internal controls, and procurement functions. They are responsible for ensuring that all policies and procedures comply with state and federal laws, regulations, and guidelines. They serve as a member of the senior leadership team and a senior advisor to the executive team on all financial matters. The CFO manages a team of 5 within the finance unit.
CHIA has a hybrid work environment, all employees are expected to work in-person at the Center’s 501 Boylston Street office, on at least two (2) designated days each week.
Duties include but are not limited to:
Oversee and manage development of the annual budget, spend plan, and allotment requests in accordance with requirements from the Executive Office for Administration and Finance and the Joint Committee on Ways and Means
Direct the agency’s financial assessment on the health care industry, used to fund CHIA’s appropriation, including the calculation of amounts due, disbursement of invoices, and monitoring compliance
Manage the day-to-day accounting, budgeting, and procurement activities of the agency in close coordination with other senior managers
Represent the agency in matters involving the Office of the State Comptroller, Office of the Treasurer and Receiver General, and Operational Services Division, including administration of MMARS and CommBuys
Support the Executive Director, Chief of Staff and other Senior Staff members as needed
The successful candidate will have:
In-depth understanding of Commonwealth budgeting and accounting practices, Massachusetts finance law, state internal controls, Comptroller requirements, and OSD policies
- Proficiency with related systems, including MMARS (Massachusetts Management Accounting and Reporting System), LCM (Labor Cost Management), HR-CMS (Human Resource Compensation Management System), and Commonwealth Information Warehouse (CIW)
Familiarity with standard business practices around budget management; knowledge of auditing principles (GAAP), state financial administrative and contracting policies and procedures

Strong written and oral communication skills
Proven ability to analyze and evaluate data, to draw conclusions and make appropriate recommendations

The full time salary range for this position is $120,000-$140,000 annually.
