Chief Technology Officer The Chief Technology Officer builds and sustains effective partnerships and collaborations with academic and administrative departments; creates a self-sustaining service-oriented IT organization with limited dependency on external expertise for standard operations and ensures a reliable and secure technology infrastructure. The Chief Technology Officer leads and manages Technology operations across ICC’s campuses to effectively address current and future technology needs and to lead on-going and continuous efforts in building the organization’s data and analytics capabilities to effectively use data and analytic insights to inform and improve business process performance and drive college-wide decision-making. The Chief Technology Officer draws upon their IT experience in the academic environment and knowledge of current trends and emerging technologies in IT to create a unified IT strategy and delivery model, and provides the leadership, project management, and change management expertise necessary to implement IT initiatives, and to provide a leading-edge technology environment for students, faculty and staff in support of ICC’s mission. About the Position The Chief Technology Officer is a 12-month, administrative position that reports to the Vice President for Administration & Finance. The Chief Technology Officer performs all duties required of the position and/or assigned by the Vice President for Administration & Finance or designee. Qualifications · Bachelor’s degree from an accredited college or university in information technology, computer science, systems engineering, or a related field. · Ten years of overall IT experience, including five years of senior/management level experience managing IT operations, preferably in a higher education institution. · Progressive leadership experience managing cross-functional teams in complex organizations with distributed environment. · Experience in a higher education setting in which technology is a key component in the delivery of education and ensuring compliance with accreditation regulations is desirable. · Proven experience in IT infrastructure strategic planning and development, project management, and policy development.
  • Proven work experience with enterprise-wide systems (e.g. Ellucian PowerCampus, Microsoft Dynamics GP, Ellucian Colleague) preferred.
  • Proven ability to lead the implementation and expansion of new IT technologies.
  • Expert in the use of MS Office Suite (Word, Excel, PowerPoint).

Duties and Responsibilities

Develops an overall IT strategic plan to maintain a robust and unified information technology infrastructure, implement an academic and administrative technology strategy with clearly defined outcomes and metrics for measuring success, and deliver a maximum return on investment in technology resources.

Manages the operations of the Technology Department, directing staff responsible for overseeing IT functions including academic technology, web service, administrative computing, enterprise applications and systems, business intelligence and data analytics, networking, user services, telecommunications, infrastructure services, and security.

Partners with campus leadership on strategies that will enhance the teaching and learning process, and coordinates work efforts with the Academic Office on academic computing and distance learning strategies.

Works closely with senior managers to provide IT support in areas to include institutional research, finance, business office, human resources, facilities managements, student services, and enrollment management.

Works with key stakeholders at the colleges IT Department to develop, implement, and advance an overall shared vision for campus wide technology.

Refines and optimizes the IT Governance model to clarify committees, membership, decision rights and escalation paths to prioritize IT initiatives and manage resource demand.

Implements technology innovations and improvements based on continual assessment of institutional technology needs.

Oversees and directs projects designed to streamline administrative processes through the use of technology to improve operational efficiencies.

Creates an environment that ensures the integrity of institutional information, including the development, oversight and assessment of disaster recovery and backup procedures.

Determines procedures and technologies to keep ICC sensitive information secure.

Provides advice and guidance to management on the emerging challenges in information security faced by academic institutions and leads initiatives to implement strategies to effectively mitigate the risks.

Consults with senior management and key stakeholder to exchange information, present new approaches, and discuss equipment/system changes.

Fosters a work environment that encourages a culture of high performance focused on improving operations, streamlining work operations, and providing quality customer service.

Establishes goals and performance and accountability measures to ensure managers are meeting timelines and goals, working within budgetary guidelines, and providing a high level of customer and service delivery.

Manages key relationships with IT vendors and service providers. Participates in vendor contract negotiations for new computer equipment, cloud computing and software purchases.

Salary is commensurate with experience, credentials, and our geographic location in rural southeast Kansas.

Serve as an ambassador for ICC, helping to maintain and promote a positive reputation for the college in the community.
