Job Description Summary
Reporting to the Chief Strategy Officer, the Director of Community Benefits and Strategic Initiatives is responsible for the project management of system-wide strategic initiatives at South Shore Health, which includes evaluation, planning, change management, execution, and communication. The role is accountable to deliver consistent, high-quality project, program, process, and change control services that enable and support the success of South Shore Health’s strategic initiatives and priorities. This individual may oversee development of the rationale and business case for the strategic initiatives, ensuring that the model is achievable and in line with the health system’s strategic priorities, and may be called upon to present the initiative to the executive team and others in partnership with the executive sponsor. This role also serves as the lead Community Benefits Officer for the organization, working with the Chief Strategy Officer to design and implement programming that serves the community for South Shore Health. This role will work in close collaboration with three of the Massachusetts Department of Public Health's Community Health Network Areas by supporting and funding community health initiatives. This individual will also be responsible for taking the lead in state government reporting related to the program and for ensuring that the organization is meeting all requirements. The role requires the ability to manage several large projects concurrently and to develop project plans in partnership with executive stakeholders and frontline staff, and sometimes oversee implementation and execution of these projects.
Job Description
ESSENTIAL FUNCTIONS
In conjunction with senior leadership, establishes and facilitates effective project governance, execution and oversight for each initiative
- Establish and facilitate effective project and change management governance and oversight
- Develop effective implementation management approach with internal and external stakeholders
- Build, maintain, and execute process and project roadmaps with milestones which are aligned with organizational strategies, priorities, and goals
- Develop and manage comprehensive project portfolio, budgets, resource allocations, and costs and be accountable for portfolio performance (key performance indicators and metrics)
- Facilitate development and documentation of initiative charters with identified success measures.
Analyze risks and alert senior management of any risks jeopardizing project timelines and completion.
- Builds a positive team culture.
- Escalates and resolves issues in a timely manner.
- Works with others across the complex health care system to achieve goals including interfacing with clinical, data and information systems, legal, quality and safety, finance and operations functions.
- Ensure adherence with established data management and PHI-protection processes
Coordinate and lead communication plans and change management accountability across initiatives
- Develop and maintain cascading communication plans including responsible communication owners, timing, and design communication channels
- Ensure structures are in place to reinforce positive change behaviors and rounding for outcomes
- Connect decisions through executive committees, sponsor teams, and implementation teams to ensure cascading messaging is updated
- Draft consistent messaging to be used across constituents
Integrate and connect executive team, initiative sponsor teams, and initiative implementation teams
- Actively engage to develop and maintain ongoing relationships with stakeholders throughout the implementation and sustainment process
- Create monitoring tools and provide updates on implementation team progress, culture, and risks
- Provide meeting facilitation support, as requested, including navigating decision-making processes
- Support engagement to ensure understanding around implementation approach, timeline, etc.
- Collaboratively develop tactics to sustain performance improvement
- Collaboratively develop implementation work plans and activities
- Track and ensure that outcomes stated in initiative charters are achieved

- Status reporting/progress/accomplishments

Directs the organization’s Community Benefits Program as follows:
a - Creates and oversees systems to demonstrate how our charity benefits the people of the regional by properly and proactively reporting our responsiveness to community health priorities.
b - Serves as a senior-level ambassador for the organization to create community-based connections and partnerships to benefit the people of the region.
c - Assures the governing bodies affirm and make public a community benefits mission statement, setting forth the organization’s commitment to a formal community benefits plan.
d - Works with the senior leadership to recommend the membership of, and regularly engage, a panel of advisors – comprising community partners, hospital colleagues and community benefits program beneficiaries – who contribute to the community benefits planning and implementation process.
e - Works with the senior leadership within Strategic Planning and Marketing and Communications services to assure that community health needed assessments are conducted in collaboration with community partners with a frequency of at least once every three years – and that needs assessment findings are used to establish community benefits program priorities.
f - Oversees development and implementation of an annual community benefits plan, the method to be followed, the resources to be allocated, and the mechanism for its regular evaluation.
g - Coordinates the provision of community benefits programs throughout the organization, leveraging the contributions and resources of colleagues and focusing initiatives on identified priorities.
h - Delineates a specific community or communities that will be the focus of the organization’s community benefits plan and involving representatives of that designated communities in the planning and implementation process.
i - Works with senior leaders on the success investment of Determination of Need Community Health Initiative payments to regional Community Health Network Areas (CHNAs) and other parties. Assures that such investments are used to address identified public health priorities through sustainable policy, system, and environmental changes. Participates on CHNA committees that are charged with determining how DoN CHI resources are invested.
j - Works with senior leadership to assure that community benefits initiatives are widely promoted to potential beneficiaries.
Additional responsibilities include:
a - Coordinates organizational initiatives to analyze and report the level of community benefits expenditures and describing our charity’s approach to establishing such expenditures.
b - Works with other leaders to arrange for representation in community-based forums to advance identified community benefits priorities.
c - Assures timely submission of community benefits reports to the Massachusetts Attorney General’s Office, Federal Internal Revenue Service, Department of Public Health Office of Healthy Communities and other parties within timeframes established by each organization.
JOB REQUIREMENTS
Minimum Education - Preferred
Bachelor’s degree, Master’s degree preferred
Minimum Work Experience
10+ years project management experience working with complex projects and overseeing planning the work, setting milestones and deadlines and assigning and tracking deliverables. Previous health system experience strongly preferred
Required additional Knowledge and Abilities
- Proven ability to lead complex project initiatives including leading multidisciplinary teams and managing multiple, competing priorities simultaneously
- Knowledge of project management and change management techniques and tools.
- Excellent analytical skills including using data and creating dashboards. Excellent communication and interpersonal skills required for facilitation and to keep all necessary stakeholders informed. Strong presentation skills.
- Proven ability to excel and achieve results in a team-oriented, matrixed environment.
- Excellent interpersonal and influencing skills and ability to work with all levels of leadership, management, and staff, both business and technical, as well as customers and vendors. Strong interest in working with community groups and attending local off-site meetings to build relationships.
- Participates in continued learning and possesses a willingness and ability to learn and utilize new technology and procedures.
