Job Description:
The Oregon Department of Agriculture is seeking to hire a talented and dedicated Compliance Specialist 2 with an (Underfill Option) to support the Weights and Measures Program as Weights and Measures Field Inspectors. What you’ll be doing
  • As the Compliance Specialist 2 you are primarily responsible for enforcing nationally accepted legal standards for the design, accuracy, and suitability of weighing and measuring equipment used in commerce. To this end, the Weights and Measures Field Inspector routinely performs onsite inspection and testing of commercial weighing and measuring equipment using department issued testing equipment including standard field test weights and meter proving equipment. The Weights and Measures Field Inspector works directly with business owners, managers, device operators, etc. to; gain access to and to test measuring equipment within their assigned territory; to investigate consumer complaints related to commercial weighing and measuring equipment; and to attain voluntary compliance with Oregon’s weights and measures laws and regulations. Additional duties of the Weights and Measures Field Inspector include enforcement of Oregon’s ethanol and biodiesel mandates and its motor fuel quality regulations.
  • Driving vehicles with manual transmissions.
  • Towing trailers and other vehicles.
  • Working outdoors in all weather.
  • Frequent and routine lifting and moving of up to 500 lbs. of 25 lbs. weights by hand.
  • Frequent and routine lifting and moving of 5-gallon measures filled with petroleum products weighing approximately 50 lbs. each.
  • Working with propane and other flammable liquids including gasoline and diesel fuel and their fumes.
  • This position will occasionally involve exposure to various insects, rodents, reptiles, and domestic animals on the worksite including, but not limited to, wasps, hornets, rats, and dogs.
  • This position requires daily contact with the public who will occasionally be angry, hostile, or otherwise challenging.
  • This position requires the operation of vehicles equipped with air brakes and manual transmissions requiring at least a class B commercial driver’s license (56,000 lbs. GVWR) to operate.
  • Must have a current and valid driver’s license and acceptable driving record.
The Compliance Specialist 2 position will a be permanent full-time position, based in Pendleton, OR covering northeastern Oregon including the counties of Grant, Umatilla, Union, and Wallowa.

What we’re looking for:
At least two years’ experience in any of the following:
  • weights and measures compliance inspection work,
  • installing, testing, and servicing of scales, meters, or propane equipment,
  • law enforcement experience,
  • performing regulatory compliance auditing or inspections, or
  • route delivery or service work with responsibility for maintaining customer accounts.
  • A valid driver’s license and an acceptable driving record.
Relevant college or vocational training in science, engineering, equipment/systems inspection, and repair may be accepted in lieu of work experience.
Additional Requirement
Must have and maintain a valid Oregon Class A or B Commercial Driver’s License allowing operation of vehicles equipped with both air brakes and manual transmissions and a current Medical Examiner’s Certificate.
Compliance Specialist 1 (Underfill)
An underfill option is available for candidates possessing a minimum of a Commercial Learner’s Permit and a current Medical Examiner’s Certificate.
2 years’ experience in any of the following:
weights and measures compliance inspection work,
installing, testing, and servicing of scales, meters, or LPG equipment
performing regulatory compliance auditing or inspections
route delivery work with responsibility for maintaining customer accounts.
OR
2 years college-level coursework with technical emphasis including science, engineering, math, etc.
A valid driver’s license and an acceptable driving record.

) we license, inspect, and test annually a wide variety of weighing and measuring equipment used in commerce in the State of Oregon including grocery store scales, gasoline dispensers, bulk fuel meters, shipping scales, industrial scales, propane meters, livestock scales, etc. The Weights and Measures Field Inspector has the responsibility of verifying both the accuracy and overall suitability of scales and meters regardless of size or application used in all business to business and direct to consumer transactions. The Weights and Measures Field Inspector applies motor fuel quality, labeling, and advertising standards to ensure that motor fuels offered for sale are accurately represented and meet with national standards for quality.
