Data Analyst Senior Job at Bernalillo County Government
POSITION SUMMARY
Classification will coordinate the data collection, compilation, design, analysis, reporting and maintenance of statistical information regarding general and specific performance, development, design, and implementation of the performance measurement using reports, dashboards, and webpages. Provides framework for managers through interactive and engaging dashboards, and performance process reporting. Compiles and enters information into data base from various sources related to assigned project or program. Run queries and other tasks relative to assigned area of responsibility.
DUTIES AND RESPONSIBILITIES SUMMARY
- Assist Departments / Divisions through the performance management program by assisting with the development of a mission, services to help create measures that align to strategic plan goals and their fiscal resources.
- Analyze, extract, and interpret qualitative and quantitative data to identify key metrics and transform raw data into meaningful, actionable information.
- Facilitate discussions with executive leadership, directors, and SMEs to review all aspects of performance management, from trends and results to measuring operational processes ensuring data integrity.
- Work with Division / Department Management and Subject Matter Experts (SMEs) to review all aspects of performance management, from trends and results to measuring operational processes ensuring data integrity.
- Foster relationships with assigned executive leadership and departmental SMEs to ensure a collaborative approach to working with Division / Departments
- Implement and manage transparency and reporting systems to track financial and operational data for departments and public use analyzing patterns and trends in complex, multivariable data sets.
- Develop visually impactful dashboards by creating data rules, building file framework, creating report views to answer analysis questions, and training users on new functionality to facilitate system utilization.
- Design and manage databases, tools, queries, and reports for analyzing, summarizing and collecting data.
- Design, build and edit departmental performance web pages for strategic planning and performance management.
- Assist Divisions/Departments by making recommendations on changes to all webpages by creating project plan, status checklist, and developing quality assurance methods to ensure accurate and complete data.
- Communicate technical and functional specifications, the testing and validating of data, addressing issues with departmental Subject Matter Experts, and facilitating project status meetings.
- Research and analyze industry standards and leading organizations to evaluate their programs and adapt exemplary approaches in performance management and strategic planning.
- Collaborate with peer city, county, and government organizations to provide comparative data and benchmarking for performance measure and lessons learned.
- Provide training to countywide Departments / Divisions on performance management program, transparency, strategic plans and assist other departments as needed.
- Perform other job-related duties as needed or assigned.

Requires a Bachelor’s Degree in Business Administration or related field, and five (5) years of work experience in areas of developing management tools, conducting research and data analysis/reporting, or process improvement. Any equivalent combination related to education and/or experience may be considered for the above requirements.

- Knowledge of data analysis techniques and processes
- Knowledge of business improvement and performance management related support to organizations and resources, particularly those for government organizations
- Knowledge of principles, processes and best practices dealing with the collection, analysis, auditing, interpretation, and presentation of quantitative data with performance management
- Ability to work with a team to develop a vision, set appropriate goals and strategies, and achieve goals.
- Ability to exercise initiative and independent judgment to analyze complex department data and draw conclusions that are meaningful
- Ability to work effectively with groups of employees and departments throughout the organization to implement various management systems, tools, and methodologies
- Ability to develop training course materials, implementation and delivery
- Ability to evaluate existing and potential processes for effectiveness and efficiency
- Ability to effectively build consensus and results with a diverse range of people, profession, industries, and interests.
- Ability to present information to a wide variety of audiences with a varied understanding and comprehension of performance concepts including management, commission, county employees, civic organizations and the general public.
- Ability to communicate ideas and information in writing so that other can understand. Includes routine reports and correspondence, detailed analytical reports, and articles for public information.
ADDITIONAL REQUIREMENTS
The offer of this Bernalillo County position requires compliance with the following:
- Employee must successfully complete the post-offer employment medical examination and background.

- Employee must complete required FEMA training(s) as assigned to position.
WORKING CONDITIONS
- All essential duties are performed indoors.
- Duties are performed in a temperature-controlled environment.
- Duties are performed on an even surface, which may be carpeted or tile. Working surface is typically dry.
- Often works alone both with and without direction from supervisor.
EQUIPMENT, TOOLS AND MATERIALS
- Equipment typically used in the performance of office duties includes telephone, computer terminal, computer printer, computer keyboard, typewriter, photocopy machine, fax machine and calculator.
- Materials and products handled in the course of performing essential duties include files, forms, reports, various other paperwork, and a wide variety of basic office supplies.
