Currently, Vysnova is seeking a highly qualified Deputy Project Director/Operational Lead for full-time work supporting USAID upon contract award of the anticipated five-year, USAID-funded $50-100 million Localize Global Health Security (LGHS) project.

Purpose of Proposal: Vysnova is currently in the process of preparing a response to USAID’s five-year anticipated Localize Global Health Security (LGHS) contract, which aims to work with local entities by addressing critical gaps in health security through grants and technical assistance in prioritized technical areas; strengthening the administrative and financial organizational capacity of local entities to effectively manage the implementation of health security technical interventions; and expanding global knowledge base on approaches and best practices for local entities conducting global health security interventions.

Summary of Position: The Project Director will serve as the main point of contact for LGHS and provide vision, direction, leadership, and management for the activity. S/he will serve as the Offeror’s primary representative for all contract-related issues, concerns, and/or problems and maintain collaborative relationships with stakeholders (e.g., USAID, MoH, strategic partners at the national, provincial, and district level) and secure the necessary resources (technical, financial, logistical, and human) to support the project. This will be a full-time position based in the US requiring travel to high-priority project countries. Responsibilities Project Management Duties

  • Serve as Vysnova ’s point-of-contact with USAID, MoH, WHO, consortium partners, nongovernmentalorganizations, and other partners at the national, provincial, and district levels.
  • Oversee all technical and operational activities supported under the project.
  • Provide significant leadership and guidance to project staff and partners.
  • Proactively assess the feasibility of project scope and activities and develop annual work plans andbudgets, in alignment with the national surveillance strategies and directives.
  • Oversee project engagement activities including identifying strategic partners and stakeholders.
  • Provide technical and contextual guidance for developing country specific and sustainableimplementation strategies to further strengthen surveillance systems.
  • Hire project staff as needed; manage staff and resources to ensure that projectactivities/deliverables are on time, on budget, and on target for accomplishing short- and long-termproject goals.
  • Seek solutions for issues that may affect the project timeline, costs, or quality of deliverables.
  • Promptly report unexpected delays, costs, or quality issues to the Vysnova and USAID.
  • Responsible for all project reporting.
  • Develop of an exit strategy that ensures the sustainability of capacity-building initiatives of the project.

Financial and Administrative Duties

  • Work closely with Program Manager, finance, and technical staff, pertinent Vysnova home office staff and appropriate USAID staff when necessary to ensure project resources are effectively and efficiently budgeted, analyzed, disbursed, monitored, and reported in achieving project objectives.
  • Ensure compliance with Vysnova and USAID procedures and policies.
  • Manage project financial and administrative activities, requesting direction from Vysnova headquarters business partners as needed.

  • When necessary, work closely with key Vysnova staff, government and non-government officials, contractors, and USAID staff to ensure full compliance with local laws (e.g., with respect to taxes, pension, shipping, customs, registration) while integrating with Vysnova systems and procedures.
  • Directly supervise and mentor project staff.

Qualifications:

  • Master’s degree or higher degree in a relevant field.
  • At least ten (10) years of relevant experience within an international development context and a demonstrated ability to create and maintain effective working relations with international organizations, U.S. Government agencies, and NGO partners, private sector partners, and host country governments (including senior government officials).
  • Minimum of three (3) years of demonstrated senior-level leadership experience (e.g., Chief of Party, Project Director, Principal Investigator, Deputy Director) for programs of similar magnitude and complexity.
  • Demonstrated understanding of and at least four (4) years’ experience with Global Health Security and USAID grant rules and regulations.
  • Fluency in English oral and written communication.
