JOB SUMMARY:
The Director of Universal Access of Instructional Materials is responsible for setting strategic direction for all services; and plans, develops, and directs work related to the delivery of instructional materials including digital content and Open Educational Resources (OER).
Through a process of information gathering, data analysis and market research, the Director creates strategies for use and distribution of open-access textbooks and open educational resources. The Director evaluates the options for successful implementation of OER materials as well as the potential cost involved.
Reports to the Associate Vice Chancellor for Academic Partnerships and Initiatives.
ESSENTIAL JOB FUNCTIONS:
- Provides leadership, vision, support, and assessment of instructional material delivery services to include digital and OER for the Alamo Colleges District (ACD).
- Provides leadership for college faculty and staff related to OER initiatives.
- Works collaboratively to guide faculty in the discovery, creation, dissemination, identification, adoption, and assessment of open and affordable course content.
- Provides advocacy and outreach for OER and open access across ACD.
- Provides leadership in the development of policies and procedures related to OER and affordable course content.
- Serves as a District wide resource on issues related to OER and affordable course content, and conducts outreach and educational programming on these topics.
- Collaborates with Information Technology, Alamo Colleges Online (ACOL) and college
OER committees to develop information technology and instructional design infrastructure that supports OER.
- Collaborates on various initiatives to ensure integration of OER efforts into existing college-wide systems and processes including Banner implementation, bookstore processes, and others.
- Builds relationships with a variety of internal and external stakeholders to impact and influence project partnership and the adoption and utilization of open educational resources and low-cost course materials.
- Executes the vision and planning work for stakeholder engagement opportunities across a variety of internal and external stakeholders, including, but not limited to state agencies, educational organizations, and institutions of higher learning, in support of materials review and continuous improvement.
- Ensures that colleges have access to high quality instructional materials (HQIM) in multiple subject areas that are openly accessible and support effective teaching and learning.
- Supports the long-term internal and external engagement for OER and Digital HQIM products, including facilitating stakeholder focus groups for products being developed for initial release as well as products going through the revision and editing process for continuous improvement.
- Works collaboratively with members of an agile OER team comprised of content experts and strategic and systematic thinkers all working together to develop HQIM.
- Works collaboratively with internal and external stakeholders including HQIM publishers, review groups, bookstore and other vendors.
- Leads internal training and outreach to college stakeholders on OER and course materials affordability.
- Monitors, reports, and educates stakeholders on developments in OER, including trends, legislation, public policy, and best practices.
- Collaborates with colleagues and stakeholders to assess, implement, and maintain platforms and tools that support the creation and use of OER and scholarly communication issues and practices.
- Contributes to team-based consulting support for faculty and students on copyright, fair use, and open licensing issues.
- Collaborates with colleagues to support faculty and students in relation to intersecting open movements such as open scholarship and open data practices.
- Advances ACD priorities and strategic directions through participation on project teams and/or task forces.
- Demonstrates a commitment to advancing diversity efforts and contributes to an inclusive environment.
- Performs other duties as assigned.
MINIMUM EDUCATION AND EXPERIENCE:
- Master’s degree or a combination of relevant experience, education and training that equates to the required degree.
- Three years of job-related experience.
PREFERRED EDUCATION AND EXPERIENCE:
- An earned master’s degree.
- Five years' experience with open educational resource adoption in a higher education environment or an academic library.
- College teaching experience.
LICENSES AND CERTIFICATIONS:
Must possess and maintain a valid Texas driver license. Must be insurable through the organization’s insurers.
KNOWLEDGE, SKILLS AND ABILITIES:
- Demonstrated experience with and/or knowledge of open educational resources and open access resources.
- Demonstrated knowledge of emerging trends and best practices in open education and open access including assessment and accessibility of digital resources.
- Knowledge of and/or experience with open education pedagogy and instructional design.
- Demonstrated leadership and initiative in response to new opportunities in a rapidly changing field.
- Experience with relationship and community building as well as a strong service orientation.
- Experience successfully pursuing funding opportunities to support educational/community efforts.
- Excellent oral, written, and interpersonal communication skills.
- Demonstrated commitment to diversity, equity, inclusion, and student success as well as working with broadly diverse communities.
SUPERVISION EXERCISED: Supervises staff.
PHYSICAL REQUIREMENTS:
Work is performed within routine office environment with no exposure to hazardous or unpleasant conditions. Physical demands are usually limited to sitting or standing in one location much of the time. Some stooping, lifting or carrying lightweight objects may be required.

Specific job requirements or physical location of some positions allocated to this classification may render the position security sensitive, and thereby subject to the provisions of section 51.215 Texas Education Code.
