Salary Range: $84,000.00 - $115,000.00 annually

Primary Purpose:

The Wilmington Office Director heads the local CWS/IRP sub-office in Wilmington, North Carolina, managing the day to day operations and strategic direction of the Wilmington location. The Director provides program oversight for budget tracking; identifies funding opportunities and assists with writing proposals; promotes involvement of local congregations and community members; supervises staff; and completes monthly, quarterly, and annual reports to CWS/IRP, its partners, and other funding agencies.

Essential Duties:

  • Work with staff, volunteers, and key stakeholders in the local community to ensure that refugees, asylees, and entrants reach the goals of self-sufficiency and adjustment to life in the U.S. through provision of information, services, and referrals.
  • Engage judicatories, local churches, and national denominations in partnership to encourage refugee co-sponsorship and support of the Wilmington office.
  • Recruit, hire, train, and supervise staff in accordance with CWS personnel policies and guidance from CWS Human Resources.
  • Promote teamwork, coordinate the workload of staff, delegate responsibilities, and hold staff accountable. Communicate regularly with the Mid-Atlantic Regional Director.
  • Address emergency situations as they arise and mediate conflict as necessary.
  • Prepare grant proposals, reports and budgets for the Reception & Placement program, Matching Grant Program, Preferred Communities program, Refugee Assistance Program and other programs as necessary.
  • Actively pursue funding opportunities to obtain private resources for general operating support.
  • Perform ongoing analysis of resettlement program needs in response to the changing needs of refugees, local communities, and local and state officials.
  • Work with national CWS staff to plan program development.
  • Monitor funding received from CWS and other sources to ensure responsible fiscal administration of programs.
  • Oversee management of direct client assistance and other funds disbursed.
  • Prepare (or oversee preparation of) regular expense reports and reimbursement requests.
  • Complete programmatic and financial reports for funding sources as required.
  • Conduct regular reviews of client case files to ensure quality in service provision and fulfillment of documentation requirements.
  • Consult with the Mid-Atlantic Regional Director and CWS headquarters staff to develop and implement protocols and procedures on human resources, program development, and financial matters relevant to the Wilmington sub-office.
  • Participate in meetings on the national, state, and local levels, including those with refugee services stakeholders in North Carolina, the State Refugee Coordinator, other VOLAGS, and colleague agencies.
  • Engage in on-site monitoring visits conducted by CWS national staff and/or federal partners.
  • Represent CWS in interactions with the local community and refugee-related agencies.
  • Provide ongoing training to staff on program developments and service requirements.
  • Work various hours as necessary, including some night and weekend work.
  • Perform other duties as requested.


Qualifications:

Experience:

  • Experience in program management, planning, and development required.
  • Previous experience in staff supervision is required.
  • Experience working cooperatively with a wide range of organizations is required.
  • Experience with PRM and ORR programs strongly preferred.
  • Previous experience managing volunteers strongly preferred.

Skills:

  • Superior written and oral communication skills are required.
  • Language fluency preferences/requirements
  • Ability to work in a multi-cultural environment required.
  • Commitment to diversity, equity, and inclusion and willingness to support CWS’ Platform on Racial Justice as a CWS employee required.


Education & Certifications: Bachelor’s degree plus five years’ work experience with refugees and immigrants, including at least two years of direct social service experience; or equivalent combination of education and experience.


Special Requirements:

  • Proof of full COVID vaccination required
  • Must be located in or willing to relocate to Wilmington, NC
  • A high level of computer literacy is required, with proficiency in MS Office (Word, Excel, Access, PowerPoint) as well as internet and email applications.
  • Must possess valid driver’s license and insurance and be able to pass an MVR check
  • Must be able to pass a stringent background check
