Manages highly sensitive and confidential client information. Provides technical assistance to local health departments, community/private healthcare providers, and community leaders as needed for HIV/STD prevention. Exercises considerable initiative and independent judgment in performing the duties of the position. Acts as an advocate to assure the availability of STD testing/treatment supplies and disease prevention education. Acts as a resource/consultant for the establishment of affordable, confidential prevention counseling/screening program in agencies providing services to at-risk and/or under-served; provide disease prevention education. Provide disease prevention/intervention and referral information as requested by the general public. Prepares all required, written reports and serves as backup for TB-HIV-STD Integrated System (THISIS) data entry and other activities.
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
(55%) Conducts interviews, re-interviews and cluster interviews of HIV/STD patients in accordance with DSHS DIS Performance Standards. Performs partner and cluster elicitation and notification to ensure all persons exposed to infections are informed, examined, and treated. Enters data into the program's management information system in accordance with established standards. Accurately completes epidemiologic and non-epidemiologic case management forms appropriately. Identifies, pursues, collects and analyzes case information. Develops a case management plan for each case to enhance disease intervention outcomes. Documents case management activities and provides timely and thorough updates. Performs active surveillance by routinely collaborating with public and private healthcare providers and laboratories ensuring disease reporting according to the Centers for Disease Control and Prevention guidelines. Provides technical support to providers, local health departments, other HSR 8 staff and other organizations providing HIV/STD screening, diagnosis, and treatment.
(30%) Conducts field investigations in accordance with DSHS DIS Performance Standards. Conducts partner and cluster elicitation and notification. Consults with health care providers, local health departments, HSR 8 clinical staff and other organizations providing HIV/STD screening, diagnosis and treatment. Performs venipuncture in the field as outlined in the DIS Performance Standards.
(10%) Conducts HIV/STD active surveillance activities. Conducts follow-up with health care providers, laboratories and health care agencies to identify cases, ensure timely treatment/diagnosis and reporting. Establish and maintain professional liaisons to support/encourage the required HIV/STD reporting.
(5%) Other duties as assigned may include but not limited to actively participating and/or serving in a supporting role to meet the agency obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.
Knowledge of medical terminology related to HIV/STD’s.
Knowledge of HIV/STD’s including symptomology, diagnostic techniques, treatment guidelines, prevention methods and epidemiology.
Knowledge of DSHS DIS Performance Standards
Knowledge of HHS/DSHS policies and procedures.
Skill in verbal and written communication.
Skill in data entry and word processing software.
Skill in developing and maintaining effective and professional relationships with other organizations, community partners and across cultural and socioeconomic lines.

Bachelor’s degree with minimum 1 year of public health, case management, or related experience; experience may substitute for education.
Bilingual English and Spanish speaking preferred
Experience in HIV/STD prevention/intervention or related field preferred
