District Manager: (Closes January 10, 2022) ($50,000 - $70,000)

ESSENTIAL DUTIES & RESPONSIBILITIES

· Represents the District in a professional manner while performing job duties.

· Manages, coordinates, plans and directs daily operations of the district.

· Maintains a constant awareness of the legal aspects of position and demonstrates this in decisions related to job performance issues.

· Assures that District facilities and programs are promoted through a wide variety of means including but not limited to public presentations, print media, and social media.

· Maintains and demonstrates a thorough knowledge of organization safety policies and procedures

· as they pertain to the district.

· Assists in Management in the development of plans for the renovation of the Toledo Pool and functions as a liaison between the project Manager and the Board.

· Maintains a safe environment for patrons and staff.

· Promotes a strong culture of safety.

o Monitors and is available during all emergency situations.

o Reports to the board regarding all emergency circumstances regarding facts, actions taken, and pathways for improvement.

· Maintains confidentiality of information deemed confidential.

· Responsibilities include interviewing, hiring and training; planning, assigning and directing work; mentoring; appraising performance; addressing complaints and resolving problems.

· Actively participates in on-going policy and procedure reviews and revisions.

· Actively participates in the development and attainment of organization goals and objectives as it related to the organizational strategic mission and initiatives.

· Participates in professional development activities and maintains professional affiliations.

· At least annually, evaluates all District employees under direct supervision as provided by Board policy and ensures his/her supervisory staff does the same; Supervise all facility personnel matters, including recruitment, hiring, training, evaluation and termination.

· Establishes and maintains appropriate community partnerships; address and respond to public concerns and requests. Address and respond to public questions, concerns and requests.

o These partnerships will include but not be limited to the City of Toledo, the Lincoln County School District, OMS! Head Start programs in the district, Eddyville and Siletz schools.

o Toledo Food Share, Toledo Elks, Toledo Rotary, Toledo Chamber of Commerce, Salvation Army.

· Endeavors to maintain and improve professional competence by available means, including subscribing to and reading appropriate periodicals, joining appropriate professional associations, and participating in activities of such associations.

o Maintains (or becomes within six months of hiring) certified in pool operations.

o Has knowledge of lifeguarding and water safety instruction as per Red Cross or equivalent standards.

· Attends each meeting of the Board, unless excused by the Board; reports directly to the Board.

· Presents recommendations to the Board on subjects under consideration by Board or new recommendations, prior to action taken on the subject.

· Spends the necessary time to ensure the programs of the district are running efficiently, new programs developed as needed and continuously evaluate programs for appropriateness and effectiveness.

· Spends the necessary time to ensure the financial operations of the district are running efficiently, new budgets developed as needed and continuously evaluate revenues and expenditures for appropriateness and effectiveness.

· Has authority to accept the resignation of any staff member, and to waive, on behalf of the Board, additional notice provisions from the resigning employee.

· Coordinates with the Friends of the Toledo Pool and the Toledo Community Foundation in developing funding for the renovation of the Toledo Pool.

  • Oversees the development, promotion, and implementation of a diversified aquatics program for all ages in accordance with community needs; evaluates program effectiveness; recommends changes and implements management decisions.
  • Leads training sessions, including safety drills and other emergency procedures; ensures that lifeguard staff attend required trainings and maintains records on same.
  • Serves as a representative with external organizations; attends and/or speaks at meetings, community and professional functions, and conferences as assigned.

· Completes any other related duties assigned by the District Board of Directors.

QUALIFICATIONS

  • Ideal candidate must possess excellent analytical skills, logic, ability to create and manage complex proforma scenarios and experienced as a generalist rather than a specialist
  • Candidate must possess excellent attention to detail; be highly proficient in Excel and Word and familiar with other platforms
  • Microsoft Office, Google, priority systems); experienced with file management, tracking and reporting; excellent communication skills both verbal and written; and a willingness to cross-cover other positions
  • Candidate should enjoy working in a busy and noisy environment, doing a variety of work, and thrive working independently and as part of a team

EDUCATION REQUIREMENT:
Equivalent to graduation from an accredited four-year college or university with a bachelor's degree in recreation, physical education, education, Management, Finance, Human Resources, Accounting or a related field.

  • Work experience may be substituted for the bachelor's degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree.
  • Current or able to obtain within 6 months: Lifeguarding, CPO, Lifeguard Management, and Lifeguard Instructor.

EXPERIENCE REQUIREMENT:
One year of professional (i.e., post-bachelor's degree, non-clerical) experience in planning, organizing, and directing recreational activities.

Substitution: A master's degree in recreation, physical education, or education from an accredited university will substitute for the one year of required experience. You must submit evidence of your education in order to be given credit for the substitution
