eCityGov Product Manager Job at City of Bellevue
The IT Department consists of 60 talented employees serving over 1,500 staff in 13 departments across 35 different locations. The IT Department (ITD) supports the computers, applications, network, servers, communications, and services needed to support high quality City operations. As a full-service technology organization, ITD provides a wide range of services, include Network Systems and Security, Help Desk and Client Services, Application Development, Project Management, Technology Business Solutions, Geospatial Technology Services, and Graphics. In addition, Bellevue ITD provides technology and business services to the regional government non-profit eCityGov Alliance.
This position will lead the eCityGov Product Team that is responsible for delivering technology services to the eCityGov Alliance—a regional organization formed in 2001 by a group of like-minded cities responsible for providing online municipal services for members and subscribers. As the Product Manager, the candidate will have an exciting opportunity to work in a highly collaborative environment delivering innovative digital services across 18 member jurisdictions (cities and counties) including the development, delivery, operation, maintenance, and support of MyBuildingPermit (www.mybuildingpermit.com). The ideal candidate should demonstrate strong leadership, be a self-starter and be proactive. The candidate should have strong skills in people management, technical project management, communication, and relationship building.
Develops and manages eCityGov Alliance workplan in partnership with the Alliance Executive Director and the ITD CIO.- Oversees ITD’s technology services delivery to the eCityGov Alliance in accordance with the agreed upon Service Level Agreement (SLA) document.
- Supports eCityGov Alliance Executive Director with strategic planning of the application portfolio supported and maintained by Bellevue ITD.
- Provides leadership and guidance to a team of six or more composed of software developers, business analysts, and a project manager.
- Partners with the Business Operations team in developing and managing a cost recovery model of Alliance service delivery.
- Partners with the ITD CIO and works with eCityGov Alliance Executive Director in developing a biennial Service Level Agreement document for eCitygov Alliance services rendered by the City of Bellevue.
- Works closely and partners with Application Development Manager in the strategic direction of the eCityGov Alliance application portfolio.
Product Management: Responsible for both product planning and product development. This includes managing the product throughout the Product Lifecycle, gathering and prioritizing product and customer requirements, defining the product vision, and working closely with multiple teams (internal and external) to ensure that the product supports the eCityGov Alliance’s overall strategic plan and goals.- Roadmapping: Plan and prioritize what and when the product team will deliver, and partner with eCityGov Alliance Executive Director, Program Team, Management Team, and Alliance Board in realizing a complete customer experience.
- Personnel Management: Directly supervise staff, provide relevant feedback and performance evaluations; coach and mentor staff to continue to learn and grow. Maintain product management staff by recruiting, selecting, orienting, and training employees.
- Project Management: Ensure Alliance projects are delivered on time, within scope, and within budget. Assist in developing project scope and objectives in coordination with the eCityGov Alliance Executive Director, Program Team, and relevant stakeholders.
- Continuous Improvement: Develop and monitor improvement processes within the eCityGov Product Team. Establish and drive a culture of continuous process improvement through ongoing incremental improvement to our products and services, preferably through an agile and/or hybrid software development approach.
- Competencies: Exercise good judgment and operate effectively in a fluid environment: communicate and express ideas effectively, both orally and in writing; translate future possibilities into business strategies; deal effectively with politically sensitive projects and information; foster and maintain effective working relationships and elicit cooperation in a team environment within the eCityGov Alliance, across the City, and with customers across the region.
Education, Experience, and Other Requirements
- Graduation from an accredited four-year college or university with a degree in computer science or other related field(s) or equivalent experience.
- An equivalent combination of education, experience and training that provides the required knowledge, skills and abilities will be considered.
- Seven or more years of progressively responsible related experience in business management, project management (preferably in software development) with experience in the public sector.
- Five or more years of progressively responsible related experience in an IT discipline as well as experience supervising staff.
- Driver’s License may be required.
- Work involves walking, talking, hearing, using hands to handle, feel or operate objects, tools, or controls, and reaching with hands and arms.
- Vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.
- The noise level in the work environment is usually moderately quiet.
