Job Summary
Supports, and is responsible for incorporating into job performance, the Frederick Regional Health System (FRHS) mission, vision, core values and customer service philosophy and adheres to the FRHS Compliance Program, including following all regulatory requirements and the FRHS Standards of Behavior.
Receiving direction from the Public Safety Director and Emergency Preparedness Coordinator, the incumbent is responsible for the coordination and implementation of emergency preparedness standards to facilitate a safe environment for patients, staff and visitors. Assists with coordination of education and exercises within the organization to ensure an organized response during a disaster. Responsibilities include the integration of safety and other relevant regulations, and 24/7 oversight of the incident and event response.
Example of Essential Functions:
- Establish and carry out all emergency preparedness standards for offsite locations within the system. This includes:
o establish Emergency Response Education tools and materials, ensure all staff have access to emergency training at off site locations,
o and coordinate emergency plans and procedures for disasters identified in the HVA.
- Coordinate with Emergency Preparedness Coordinator in the creation, development, education, training, and implementation of disaster plans and policies that are in alignment with state and other regulatory agencies.
- Assist the Emergency Preparedness Coordinator in the activation of the facilities Emergency Operations Plan (EOP) and hospital command center.
- Develop and maintain a process to monitor social media for situational awareness during emergency responses.
- Develop and implement the systems emergency notification systems.
- Manage all administrative support functions for the Emergency Management function team.
- Participate in the budget planning process and assist with the development and preparation of grant funding reports and documents as required by the grant funding stream.
- Develop and manage emergency supply inventory control activities to include:
o develop schedule and process for implementation of conservation of inventory,
o manage emergency inventory warehouse and supply areas,
o and assist with development of requisite stockpile of emergency supplies.
- Assist with the establishment of a schedule for training and exercises to practice and test the emergency plans and participate with community partners in community or state wide exercise.
- Assist in creation of documentation of all activities whether real or drills in after action reviews. Incorporate any lessons learned into Improvement Plans for future planning efforts.
- Assist with the administrative documentation and HICS forms creation during a system incident command activation. Perform appropriate incident command role during drills, exercises and real world emergencies.
- Assist with the development of corrective action plans, and improvement initiatives related to emergency management programs.
- Alternate for Emergency Preparedness Coordinator to represent the organization on system wide function and workgroups and of various preparedness committees, local, regional, and statewide.
- Analytical skills necessary in order to evaluate and make recommendations regarding emergency management issues
- Ability to articulate complex concepts both orally and in writing.
- Experience in public speaking
- Familiarity with hospital preparedness program capabilities and understand healthcare coalition activities/regional response activities.
Minimum Education, Training, and Experience Required:
- Bachelors degree or higher preferred or equivalent experience in the emergency management field.
- Experience in program coordination
- Completion of ICS100,200,700, and 800 within 1 year of hire
- Certification in Emergency Management/Preparedness desired.
