SUMMARY
The HSE Emergency Response and Security Management Specialist will be a member of the Plains Emergency Response and Security Management Team. The team will provide management oversight of the Plains Partnership emergency response preparedness and physical security programs, as well as facilitate and coordinate the execution of response and security plans in the event of an actual emergency. The team will lead the development and enhancement of new and existing training and exercise programs to be established within all Operations/Divisions to provide the highest state of readiness and ability to respond to any emergency crisis effectively. Reports to the Supervisor of the Emergency Response and Security Management Team.


ESSENTIAL JOB FUNCTIONS:
  • Work closely with Corporate and Division HSE, Operations personnel, Corporate Communications, and other key corporate departments to establish emergency response and security training objectives and strategies.
  • Provide oversight for mandated compliance training programs to ensure preparedness training is completed in compliance with regulatory requirements, established standards, and that training is accurately documented.
  • Provide Physical Security and Incident Command System training.
  • Support and lead the planning and implementation of local and partnership-wide security audits, drills, table top exercises, and other projects as required.
  • Facilitate DHS, CER, or TSA inspections of facilities.
  • Identify corrective actions from incidents and track closure of incidents through sharing lessons learned. Facilitate debriefs/hot wash exercises on incidents and training evolutions.
  • Facilitate development of a network of industry, agency, and consultant security contractors on a corporate and divisional level to better establish relationships with law enforcement personnel at all levels of government.
  • Keep abreast of industry and regulatory security advancements and integrate into Plains practices.
  • Track and interpret proposed regulations applicable to Plains. Engage in the rulemaking process as needed, preparing comments and working collaboratively with fellow employees, industry trade organizations, and regulators to influence proposed rule changes.
  • Track and interpret final regulations impacting Plains. Develop compliance strategies and implementation plans.
  • Support the implementation the Security Management Program for Canada and US.
  • Conduct training with local emergency responders and emergency management agencies on pipeline, rail, and trucking emergencies.
  • Member of the due diligence team reviewing security concerns of potential new assets.
  • Conduct Security Vulnerability Risk Assessments and associated activities in support of the security management program.
  • Have a working knowledge of, and be able to interpret, the following regulations:
    • Canada Energy Regulator (CER)
    • Chemical Facility Anti-Terrorism Standards (CFATS)
    • Department of Homeland Security (DHS)
    • Federal Motor Carrier Safety Administration (FMSCA)
    • Federal Railroad Association (FRA)
    • Pipeline Hazardous Materials and Safety Administration (PHMSA)
    • United States Coast Guard (USCG)
  • Travel: 30-40%. In the event of an emergency, employees may be gone for extended periods of time.
  • Candidate must have a valid passport for travel to Canada/US or the ability to obtain one.
REQUIREMENTS:
  • Bachelor’s degree in Emergency Management, Safety/Fire Sciences, Criminal Justice, Environmental Sciences, Communications or Engineering preferred. In the absence of a degree, candidates with equivalent years of experience will also be considered.
    • Minimum 5-7 years of related experience in a similar role
    • Ability to analyze, negotiate, and / or mediate complex issues regarding Emergency Response and Security Management with both internal and external parties
  • Understanding of regulatory requirements related to Health and Safety with a knowledge of the upstream or midstream oil and gas industries.
  • Experience in responding to actual emergencies (Oil spills, Fire, EMS, Security etc.), developing and coordinating large-scale drills/exercises & training programs.
  • Experience in developing response plans, communication plans and audit programs is considered an asset.
  • Thorough understanding of industry security practices, spill response regulations and practices for LPG-NGL and crude oil that are applicable to pipelines, rail, trucking, gas and marine industry.
  • Thorough understanding of functions and responsibilities of all roles within the Incident Command System.
  • Superb verbal and written communication skills and ability to effectively work with people of varying backgrounds at different levels of the organization. Proficient with Microsoft Office software (Word, PowerPoint, Excel, Outlook, etc.).
  • Excellent leadership and interpersonal skills.
  • Excellent written and verbal communication skills with a demonstrated ability to write clearly, concisely, and effectively.
  • Ability to share knowledge and skills within a team environment with a high level of initiative and adaptability.
