DEQ has an open opportunity for an Environmental Specialist I.
This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.

This position is an entry level environmental specialist position located in the Central Office (CO) and will work in the areas of air quality emissions inventory and education/outreach. This position requires strong computer skills, excellent customer relation skills, independent judgment, decision-making ability, and adaptability to implement policy and regulatory changes.

Key Responsibilities:
  • Coordinates the annual development of the statewide emissions inventories used for permit fee assessment in air quality planning and tracking of emissions growth or reductions.
    • Coordinates resolution of technical questions raised regarding emissions calculations using technical judgment.
    • Provides resolution of issues and guidance regarding emissions factors and activity levels to be used in the development of the inventories using sound technical judgment and knowledge of process and control equipment.
    • Assesses the overall quality and completeness of the total inventory and various components.
  • Writes technical reports, general correspondence, and other technical documents, and serves as an advisor to air quality staff, industry representatives, state and federal agencies, and the general public on issues related to air quality and emissions inventories. Requires effective communication, both verbally and in written form, of technical information.
  • Responsible for supporting air quality education and outreach activities, delivering lessons and activities to NC students, and communicating NC Air Awareness messages to the public.
  • A valid NC Real ID Driver’s License is required. You must be able to obtain within 6 months of hire and maintain for employment.

The Division of Air Quality (DAQ) works with the state's citizens to protect and improve outdoor, or ambient, air quality in North Carolina for the health, benefit and economic well-being of all. To qualify for this position, applicants must document on the application that they possess ALL of the following:


  • Documented experience with emission inventory data collection and/or processing.
  • Documented experience providing environmental education activity demonstrations.
Management Preferences (not required to qualify for this position) :
  • Knowledge of Federal and state air quality regulations as related to emission inventory work
  • Applicant with strong written and oral communication skills and excellent computer skills
  • Workgroup leadership experience

Minimum Education and Experience Requirements

Bachelor's degree in one of the agricultural, biological, engineering, environmental or natural resource sciences or a closely related curriculum from an appropriately accredited institution and one year of experience related to the area of assignment; or an equivalent combination of education and experience.
