Under general supervision of the Director of Substance Use Services, staff provides HIV prevention services at the DeKalb Addiction Clinic and agency wide. The HIV Counselor serves as the HIV resource person within the agency, offering clients HIV prevention education groups, risk reduction counseling, and HIV counseling and testing. Works with a multi-disciplinary team that provides intensive outpatient substance abuse treatment to adult mental health and substance abuse clients.Provides case management for HIV positive clients.Provides community outreach to include testing and education for high risk and at-risk populations.

DUTIES & RESPONSIBILITIES:
Provides confidential HIV testing and pre/post-test counseling
  • Provides pre/post-test counseling to clients with substance use and/ or co-occurring disorders
  • Demonstrates knowledge of CDC recommended evidence-based counseling techniques and session content
  • Ensures that 100% of eligible (non-duplicated admissions) in addictive disease services/programs are offered HIV pre-test counseling and testing
  • Demonstrates high-quality testing procedures including specimen collection, labeling, storage, and transport
  • Ensures that 100% of HIV positive clients are referred to the county public health department or community
  • AIDS service organization, as appropriate
  • Documents counseling and testing activities according to agency guidelines
  • Maintains ethical standards
Provides HIV/STD prevention and education
  • Provides HIV/STD group education for DeKalb CSB clients with substance use disorders and co-occurring disorders using an approved HIV curriculum
  • Provides individual, client-centered HIV prevention counseling, as appropriate, using CDC recommended protocol
  • Provides HIV/STD group education for community groups, as appropriate, using approved HIV curriculum
  • Provides community outreach activities to include testing and education for high risk and at-risk populations.
Delivery of case management/coordination for HIV positive clients
  • Demonstrates awareness of metro area HIV community resources
  • Coordinates care in a timely manner and involves DeKalb CSB case manager as necessary
  • Provides educational and skills training groups to clients at DeKalb Addiction Clinic
  • Provides education and skills training sessions using evidence-based interventions
  • Documents groups according to agency guidelines and within 24 hours of providing service
  • Demonstrates clinical knowledge of substance use disorders and mental health evidence-based interventions, particularly motivation enhancing interventions and CBT
  • Coordinates and processes group with co-leader and/or supervisor
  • Uses evidence-based curriculum
Training and Reporting
  • Completes state reporting forms and reports in a timely manner
  • Completes the required Rapid HIV Testing and Prevention Counseling Training
  • Follows guidelines set forth in the Rapid HIV Testing Policy, Procedures, and Quality Assurance Plan
  • Participates in technical assistance activities, including the annual HIV EIS training events.
SKILL, COMPETENCY AND EDUCATION AND/OR LICENSURE REQUIREMENTS:
Required qualifications: Must have expertise with HIV and other sexually transmitted diseases. A Bachelor’s Degree with two year’s work experience in social service delivery. Experience working in a substance use treatment program. Must be computer proficient.
Preferred qualifications: CPS-AD or CARES certification. Certified Addiction Counselor.

INTER-RELATIONSHIPS:
Must have the ability to work with an interdisciplinary team and clients. Able to maintain ongoing working relationships with community partners.

WORKING CONDITIONS:
Intensive Outpatient treatment setting Monday –Friday 8:15am – 5:00pm with some evening hours and weekend hours (community events). Field work at various DeKalb CSB sites as well as community sites. Ability to use a computer, telephone, fax, copier and scanning machine.

NEEDED ATTRIBUTES:
Must be a team player, organized, dependable, efficient, responsible, disciplined and self-motivated. Ability to work and communicate effectively with diverse populations.
