The HR Payroll Manager will be responsible for full cycle recruiting, hiring and onboarding of blue collar and office personnel. Additionally, this position is responsible for the timely processing of payroll on a weekly basis for hourly and salaried employees and generation of certified payrolls.

Responsibilities:

The responsibilities of this position include, but are not limited to the following:

· Manages the recruiting and hiring process of all positions within the organization.

· Process the new hire paperwork and conduct new hire orientation.

· Ensure I-9 Form and E-verify compliance.

· File annual EEO reports.

· Handles personal employee information in a confidential manner.

· Maintain compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.

· Maintain employee personnel files and records and the integrity of the HRIS system by updating any employee changes in pay rates, taxes withholding, direct deposit, payroll deduction, or any other employee information.

· Handle all employee relation matters, including investigating and resolving employee issues, complaints, or claims.

· Conduct disciplinary meetings and employment separations.

· Coach and advise managers on consistent application of company policies and adherence to company procedures.

· Processes payroll on a weekly basis, by collecting timesheets, calculating time and entering data into paychex.

· Generate certified payrolls on multiple paper and electronic formats.

· Audits and reconciles reports including payroll, W-2s, year-to-date earnings, monthly hours worked and other reports as required.

· Attend leadership meetings and present regularly to executive management team

· Main point of contact for all employee relations and answers questions regarding payroll and human resources.

Qualifications

· Bachelors Degree

· One to three years prior human resources or Payroll experience, required

· Spanish Biligual

· Knowledge of Paychex/Timesuite/HCSS preferred

· Excellent organizational skills and attention to detail Excellent verbal and written communication skills

· Excellent interpersonal, negotiation, and conflict resolution skills

· Excellent time management skills with a proven ability to meet deadlines

· Ability to act with integrity, professionalism, and confidentiality

· Knowledge of employment-related laws and regulations

· Familiar with processing payroll under Davis Bacon act.

· Familiar with construction business.
