JOB TITLE: Human Resources, Benefits and Leave Specialist WAGE/HOUR: Non-exempt
REPORTS TO: Supervisor, Human Resources Operations

PRIMARY PURPOSES:
Responsible for administration of employee benefits for the district and providing guidance and assistance on the various employees benefit plans. Handle routine HR inquires and provide responsive and knowledgeable assistance to employees, outside agencies, parents, and public. Serve as the employee wellness point of contact.
QUALIFICATIONS:
Minimum Education/Certification:
Five years of successful human resources experience in the private or public sector or
Bachelor degree
Special Knowledge/Skills:
Working knowledge of the employee benefit laws, regulations, and policies as related to
Health, COBRA, HIPAA, 403(b), and other similar benefits.
Strong organizational, communication, and interpersonal skills
Ability to handle personnel management issues
Ability to work on several projects effectively
Bilingual (English/Spanish) preferred but not required
Minimum Experience:
Five years of successful administrative experience or an equivalent amount of
human resources experience in the private or public sector
MAJOR RESPONSIBILITIES AND DUTIES:
Handle routine benefit inquiries to ensure a high level of service and responsive, knowledgeable support for employees.
Organize annual enrollment and qualified event changes to ensure files are completed timely in accordance with federal and state law.
Handle benefit inquires and complaints to ensure quick, equitable, courteous resolutions.
Work closely with insurance company representatives and third party administrators to ensure benefits are entered and employees are enrolled in a timely manner.
Report qualifying events to our third party administrator to ensure that employees receive timely notice under the requirements of the Consolidated Omnibus Budget Reconciliation Act (COBRA) and Health Insurance Portability and Accountability Act (HIPAA).
Assist with the employee wellness initiative to include an annual wellness fair for staff.
In collaboration with the communications department, assist with employee perks such as discounts at local businesses.
Resolve administrative problems with insurance carrier and work with the payroll department with monthly reconciliation.
Process all employee benefits changes (new hires, terminations, qualifying events) within required time limits to meet payroll deadlines.
Process employee Leaves of Absence requests to include the accommodations process, in accordance with board policies and applicable state and federal law.
Collaborate with the payroll department to ensure appropriate use and access to applicable leave and insurance benefits.
Maintain Catastrophic Sick Leave Bank (CLB) Membership process and coordinate advisory meetings.
Assist with payoffs and insurance options for employees leaving the district.
Work cooperatively with others to ensure compliance with personnel laws and regulations (Equal Employment Opportunity, Americans with Disabilities Act, Title IX, and Fair Labor Standards).
Conduct benefit orientation meetings and enrollment for new employees regarding benefit plans offered; assist with coordination of annual open enrollment process, including making group presentations and preparing, distributing, and receiving materials and forms for the upcoming plan year.
Counsel with employees and supervisors concerning leave benefits, determine eligibility for various leave programs and provide employees with accurate information on deductions from pay relating to absences.
Work cooperatively with the payroll department to process and coordinate employee leaves of absence.
Comply with district policy and procedures.
Articulate the districts mission to the community and solicit its support in realizing the mission.
Deal sensitively, fairly, and respectfully with all persons including those from diverse cultural backgrounds and/or diverse socio-economic levels.
Contribute to the recommendation of sound policies directed toward program improvement in areas of responsibility.
Attend workshops, conferences, and seminars as approved by supervisor and read current professional publications to stay current in personnel requirements, personnel management and personnel law.
Regular attendance; must be willing and able to report to work at designated site on a regular daily basis according to established work schedule.
Maintain a workplace environment that is professional, friendly, supportive, and responsive to employees and to visitors.
Serve as a role model for employees by maintaining a professional attitude, professional conduct and dress.
Meet all deadlines for reports, projects, etc.
Complete insurance verification forms.
Assist district staff with employment badges.
Assist with employee orientation and employee recognition programs/events (receptions, meals, service awards, etc.)
Perform other duties and responsibilities as assigned by supervisor.
