Primary Function

Manages a team of Laboratory Information. System Analysts that are responsible for the maintenance and support of Bon Secours Mercy Health’s (BSMH) laboratory information system (LIS) applications.. Supports the integration of Laboratory applications across facilities and partner sites including but not limited to, hospitals, physician practices, Occupational Health and Employee health offices and Nursing homes. Under the direction of the Director of Clinical Applications, this position manages and develops LIS analysts; manages system upgrades and enhancements; and assists the director in management of the LIS enterprise budget. Responsible for the coordination, planning, implementation, support and maintenance of Lab applications, budgeting, staffing, communications, creation of project scope, vendor management, application incident management, application change management, business continuity, application portfolio management, system maintenance and upgrade management.

Provides support to acute care laboratories and out-reach laboratory services throughout BSMH and partner sites, assisting with vendor or system issue resolution as well as the creation and adherence to corporate standards. Partners with market and system laboratory leadership, super users,, application vendors and user groups to establish needed reports at the corporate and regional levels, share “best practices” in laboratory processes, maintain the system-wide strategy for standardization, ensure appropriate testing and validation for system upgrades, builds and changes. Partners with other leaders and teams across all of I&T for customer communication, support. This position is responsible for leading communications across the Ministry between the User groups, Local Systems, I&T, vendors and other key stakeholders.


Employment Qualifications

  • Bachelors Degree in laboratory sciences (Medical Laboratory Science, Clinical laboratory technology, etc.) (preferred), Business, Technology, Management Information Systems or clinical degree.
  • Relevant laboratory professional certification such as ASCP MT (preferred)
  • Experience with Laboratory, Health System Interfaces, order and result processes, is preferred.
  • Experience with out-patient, ambulatory services or out-reach laboratory services preferred
  • Experience and a working knowledge of HL7 interfacing, database administration, HIPAA Compliance and Auditing, Biomed device integration, and clinical system archival preferred
  • Extensive experience of application and software support required
  • Experience with and knowledge of ITIL incident management methodologies preferred
  • Knowledge of and experience with Healthcare clinical and administrative operations are required.
  • 5+ years of IT. Application Management or Project Management experience preferred.
  • Demonstrated experience managing medium or large-scale projects required; I/T systems project experience desirable
  • Minimum of 5 years of increasing responsibility in management with staff management and budgetary accountability preferred
  • Direct experience managing capital projects, capital planning, and capital systems preferred.
  • Application support and/or implementation experience in very large projects preferred.
  • Demonstrated knowledge and experience in project management and/or implementation of laboratory applications is required.
  • Analytical abilities are required.
  • Ability to train others is required.
  • Proven experience in maintaining project schedules, documentation, communications, and meeting deadlines.
  • Demonstrated interpersonal skills to communicate tactfully, effectively and with discretion within all levels of management.
  • Ability to utilize Microsoft Office Suite, e-mail, Project Management tools, PCs, printer, facsimile and other office machines as needed.

Essential Job Functions

  • Participates in development of departmental goals and objectives; revises as appropriate.
  • Leads the design and implementation of business plans for assigned areas
  • Leads and/or assists in IT solution selection and evaluation to meet organizational clinical or business needs.
  • Collaborates with other strategic services (ambulatory, corporate health, acute care) to ensure the IT systems promotes and supports the goal(s) of the department or organization.
  • Facilitate BSMH Ministry Model Development.
  • Refine the aspects of the model as necessary.
  • Document the aspects of the BSMH Ministry Model, including detailed model work-plan, change management program and tools, model system and application configuration, training program and tools, peripheral system options, standard interfaces, etc.
  • Ensure optimization opportunities to information systems coordinated amongst the various local systems that utilize the relevant application. This would include periodic software upgrades to the application and testing activities associated with the upgrade.
  • Applies BSMH standards for upgrades/implementations including (1) common application use, (2) common training and education, (3) common workflow analysis and workflow policies (4) application consolidation
  • Serves as the I&T representative to the Laboratory and Shared Services operations customers in setting the IT agenda
  • Primarily reviews project plans to reflect the necessary resources, tasks, and overall timeline needed to complete assigned clinical support on time and within budget.
  • Works with vendor’s staff as needed, local system executive team, BSMH I&T team members, Project Sponsor and others to assure all are aware of their deliverables, desired outcomes and resolution of application issues.
  • Reviews and approves key project deliverables tied to major milestones.
  • Establishes and maintains vendor relations for application and software management, contracting and issue resolution
  • Coordinates, oversees and conducts application testing/validation
  • Ensures that the department and relevant applications function in accordance with the latest Cyber-security compliance standards as directed by the office of the CISO.
  • Leadership
    • Has direct staff management responsibilities; hires, counsels, terminates and performs appraisals of staff.
    • Leads departmental employee engagement activities.
    • Develops staff to make effective decisions and delegates authority to lowest appropriate level through shared governance.
    • Demonstrates visibility and accessibility to staff by making regular rounds, staff communication, and meetings.
    • Coordinates application support and optimization with various clinical, business and I&T leaders within BSMH.
    • Manages the interactions between the project team, stakeholders and key super users, ensuring a high-level of commitment to application upgrades, related projects and on-going issue resolution.
    • Communicates project status and issues to I&T, clinical and business leadership.
    • Works effectively to "get things done," including understanding the formal and informal structures of the organizations involved, knowing who to go to for help, winning support by others.
    • Creates and presents status reports and presentations on project status and issues to I&T Leadership, Project Sponsor(s), Local System executives, stakeholders and team members.
    • Highly motivated and self-directed and able to work in an evolving environment.
    • Develops and manages budget for a portion of the enterprise application services team including accounts payable responsibilities for application contracts and professional services.
    • Leads the Lab Applications Outreach team, working with the I&T leadership, selects members for the team
    • Creates and maintains the Laboratory Applications budget in partnership with the director.
    • Schedules the team to ensure appropriate system support and achieve operational goals set by the lab governance teams.
  • Directing
    • Enforces departmental, Local System and BSMH Rules, Regulations, and Policies, and monitors compliance.
    • Policies, procedures, and standards created, reassessed and critiqued, as necessary
    • Develops and implements comprehensive, creative, and effective plans to support the overall mission and direction of BSMH.
    • Initiates employee development and mentoring of staff.
    • Provides orientation and training of the team
  • Evaluating
    • Evaluates performance staff relative to hospital, departmental, and personal goals and objectives.
    • Provides routine performance planning and reviews with members of the team with the emphasis of developing a high functioning team
    • Identifies, analyzes, and responds to risks over the course of the project upgrade(s) and on-going maintenance, both minimizing the consequences of adverse events and maximizing the results of positive events. Identifies problems and proposes solutions, implementing the best solution.
  • Application Support
    • Works with other I&T staff assure maximum uptime of applications, including managing patches, communicating scheduled down-time to stakeholders, coordinating application vendor system management, coordinating support of third party products that affect system access, etc.
    • Has a working knowledge of the current laboratory practice processes (i.e., workflow, policies & procedures, regulatory requirements).
    • Meets with Laboratory staff and key people with other information systems to maintain the standardization of tables and strategic links with those systems.
    • Using BSMH’s Change Management and Project Management policies and procedures, manages the change management process for relevant Hardware and software.
    • Manages the interactions between stakeholders/customers across the system, keeping all parties enthusiastic about the relationship. Proposes solutions to solve customer problems and accomplish BSMH goals.
    • Is responsible for coordinating testing and implementation of enterprise laboratory IT solutions and related sub systems and interfaces. Will effectively manage resources to meet required timelines and budgets of enterprise projects and local system projects dependent on enterprise resources.
    • Conducts ongoing vendor invoice review; screening and routing invoices for correctness and distribution to the appropriate authorizing authority.
    • Continually evaluates the BSMS Laboratory Information Systems for effectiveness, proficiency and safety and provides enhancement plans for meeting these guidelines.
    • Maintains a relationship with Local System Management and Super Users, facilitating sharing and implementation of lessons learned and best practices across BSMH.
    • Ability to communicate effectively with all levels of staff, and Local market leaders, department heads and project and support staff to exchange information, ideas and answer inquiries.
    • Has sufficient knowledge of relational databases, crystal reports, and business objects to enable appropriate reports are pulled from the application.
    • Demonstrated ability to support vendor databases, system patches, and upgrades. Assist the Systems Administrator in the support and/or installation of software and hardware for the Laboratory Services application in the Data Center.
    • Responsible for maintaining the security of the application under direction of the office of the CISO.
    • Leads performance measurement and best practice efforts, including collecting and analyzing data and translating data contained in the system into actionable information.
  • Project Management & Reporting Knowledge
    • Oversees the creation of project plans at the beginning of assignments and manages activities to those plans bringing projects on time and on or under approved budget.
    • Applies advanced project management concepts and established procedures.
    • Works in a systematic manner and documents methodologies used in performing data analysis, so results can be replicated by others.
    • Develops budget requirements for the application, working collaboratively with Laboratory Operations, I&T and Finance to maintain the system.
    • Works with appropriate stakeholders to establish and plan education, training, and documentation to ensure integration of defined standards into operational processes.
