About the Office:
The Mayor’s Office of Neighborhood Safety (ONS), which is part of the Mayor’s Office of Criminal Justice (MOCJ), seeks to put communities at the center of creating and sustaining public safety. ONS is comprised of the Mayor’s Action Plan for Neighborhood Safety (MAP), the Office to Prevent Gun Violence (OPGV), and the newly launched Atlas. MAP is a comprehensive place-based approach employing participatory mechanisms and coordinating resources to respond to communities’ public safety priorities and reduce crime around 15 City public housing developments that historically have experienced the highest rates of crimes. OPGV synchronizes the city’s anti-gun violence initiatives, including the Crisis Management System and its Cure Violence providers, and magnifies the leadership of community-based solutions to support safe, empowered, and interconnected communities. Atlas is a strength-based, voluntary set of therapeutic and social supports delivered by trusted community-based organizations to engage and empower individuals released on their own recognizance who are at heightened risk for involvement in violence.
ONS initiatives are designed to increase safety through evidence-based approaches that respond to the inequities in health, wealth, and safety in communities of color. Among other things, these conditions arise from generations of underinvestment, conditions that have been aggravated by discriminatory policies in housing, lending, education, and employment and harmful approaches to policing in Black and Brown communities. This solicitation promotes the City government’s transformative approach to public safety that:
- Recognizes and follows community-based solutions,
- Grounds public safety responses in evidence-based solutions that promote racial equity and
- acknowledge the root causes of violence, and
- Approaches harm reduction through the power of kinship, healing, and love, not punishment
About the Role:
The ONS executes a diverse array of projects that span government agencies at the city, state and federal levels and may include non-profits, foundations, community groups and others. The office is seeking a dynamic, intellectually curious leader who can act both deliberately and creatively in a fast paced, action-oriented environment to shape and execute one of the most ambitious and complex initiatives. The Program manager must be a proven manager and thought leader and demonstrate a substantial capacity for independent initiative while at the same time working creatively with a diverse assortment of City agency leaders, non-profit directors, community representatives, and external contractors.
The Initiative Manager will assist in the implementation and evaluation of various activities
related to the community engagement and behavioral and culture change strategies of ONS. Under the direction of the ONS leadership, the Initiative Manager’s responsibilities include, but are not limited to:
- Agency and stakeholder network building and coordination: regularly connect with agency partners, non-profit partners, and community stakeholders to problem solve, evaluate progress in meeting program goals, develop and implement solutions, hold collective accountability, and evaluate effectiveness;
- Serve as liaison and intermediary to both community representatives and agency partners to identify immediate responses and to further long-term strategy and investment for the agency and City;
- Implement strategic programming that is aligned to address the social determinants driving community violence and promote a culture safety consistent with ONS’s mission and core values by organizing interventions and supportive service referrals to address community needs;
- Develop a detailed project plan to monitor and track program and budget progress including management of changes to the project scope, project schedule, and project costs using appropriate verification techniques and reporting and escalating to management as needed;
- Draft, edit and finalize written documents and program documentation, including but not limited to, contributing information and recommendations to strategic plans, reviews, and other written and/or oral materials as requested;
- Manage ongoing community transformation and resilience work related to the ONS, including the supervision of borough specific initiatives and ONS program assistants.
- Perform other related duties as needed.
Qualifications:
- Bachelor’s Degree required, Master’s Degree Preferred (social service, public administration, or related human service field);
- Academic and/or professional experience in program planning, monitoring, and project management, data management and research, community organizing, youth programming, planning, policymaking, criminal justice, and/or organizational development;
- 5 years of project management, administrative or supervisory experience;
- Extensive experience working with community organizations or other neighborhood-based
constituencies;
- Excellent organizational, time-management, and multi-tasking skills, including the ability to take initiative, problem solve, prioritize duties, balance competing priorities, work independently and with teams in a fast-paced environment, pay close attention to detail, meet deadlines, and work well under pressure;
- Strong oral and written communication skills, including ability to present at meetings with community leaders, city officials and other governmental and private entities;
- Ability to establish and maintain effective working relationships;
- Ability to think creatively and work independently in addressing ad hoc requests;
- Knowledge of systemic inequities in the criminal justice system and ability to work collaboratively with diverse constituencies;
- Effective and creative leadership ability with the capacity to work both independently and cooperatively to implement key strategies;
- Experience with data management and analysis, familiarity with dashboards and other forms of data visualization;
- Familiarity with the use of Microsoft Word, PowerPoint and intermediate Excel (including functions and pivot tables), Google Suite;
- Demonstrated ability to exercise sound judgement;
- Excellent interpersonal and project management skills.
Salary Range:
$70,000 - $80,000
