This opportunity is being offered by National Aerospace Solutions, the team selected by the U.S. Air Force to conduct Test and Operations Sustainment at the Arnold Engineering Development Complex (AEDC), Arnold Air Force Base, Tennessee. National Aerospace Solutions is a limited liability company comprised of Bechtel National Inc. (as lead company) and Sierra Lobo Inc. with teaming Subcontractors nLogic Inc. and Chugach Federal Solutions Inc. AEDC operates more than 55 aerodynamic and propulsion wind tunnels, rocket and turbine engine test cells, space environmental chambers, arc heaters, ballistic ranges and other specialized units located in six states. Many of the complex's test units have capabilities unmatched elsewhere in the United States; some are unique in the world. AEDC is one of three installations which are part of the Air Force Test Center (AFTC), one of six subordinate commands of the Air Force Materiel Command organization and an important national resource.
AEDC’s mission is to conduct developmental test and evaluation for the Nation through modeling, simulation, ground, and flight test. Execution of the mission requires a large team of highly qualified and dedicated professionals from multiple technical disciplines to effectively accomplish the objectives of our test customers.

Job Summary:
The NAS Labor Relations Specialist will report to the NAS Labor Relations Manager and will work with subcontractor representatives on the site to ensure the consistent interpretation and application of CBA language and terminology and to ensure work rules, policies, and procedures are followed. The NAS Labor Relations Specialist will analyze jurisdictional assignments, process grievances through arbitration, and interface with Company legal representatives, partner with jobsite Safety Representatives for implementation of Environmental Services & Health (ES&H) programs for the craft workforce and will interface with Building and Construction Trades Representatives.

Job Duties:
- Assist in interpretation and administration of applicable CBA(s) and ensure work is being performed is in compliance with interpretation.
- Assist in disciplinary investigations of bargaining unit employees and others as assigned.
- Assist in conducting informal and formal grievance meetings in accordance with current CBA(s)
- Make certain Company Work Rules and Policies are enforced uniformly across the site
- Assist with preparation for arbitration cases
- Interface with Building Construction Trades Representatives
- Assist Construction Management Team for manpower requirements, availability
- Assist in CBA negotiations as required
- Assist in analyzing jurisdictional assignments
- It is a condition of employment to wear company issued PPE (Personal Protective Equipment) in accordance with supervisory direction and company policy.
- Perform other related duties as required.
Basic Qualifications:
- Bachelor's degree with seven (7) to nine (9) years of progressive and relevant Labor Relations experience or any equivalent combination of relevant education and progressive and relevant Labor Relations experience.
- Current U. S. citizenship required.
Preferred Qualifications
- Advanced knowledge of and successfully demonstrated experience with administrative management of Labor Relations activities typically related to:
- Domestic and employment law
- Labor contract grievance procedures
- Negotiating labor agreements
- Arbitration
- Service Contract Act (SCA)
- Davis-Bacon Act (DBA)
- Skilled in written and verbal communication.
- Able to execute Labor Relations duties at a high level in a nonstandard Labor-Management environment
- Building and Construction Trades
- Conflict Management and Resolution
- Experience in negotiating Labor Agreements
- Knowledge of apprenticeships
- Understanding of issues around work readiness and know how to mitigate common problems.
- Ability to build productive relationships with Management and the Union.
