This is a full-time (40 hours per week) County position represented by the American Federation of State County and Municipal Employees (AFSCME).
Competitive compensation package:
PLANNER 1:
Annual Salary Range: $61,423 - $77,373
Hourly Pay Rate: $29.53 - $37.20
PLANNER 2:
Annual Salary Range: $67,277 - $84,867
Hourly Pay Rate: $32.34 - $40.80
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.
In addition to competitive wages, Clackamas County offers an attractive benefits package and incentives for employees in regular status positions.
Generous paid time off package, including:
- 12 hours of vacation accrued per month
- 8 hours of sick accrued per month

We are searching for motivated and team-oriented individuals with strong communication and interpersonal skills to join our team at the Clackamas County Department of Transportation & Development as a Land Use Planner 1 OR a Land Use Planner 2. This is a unique opportunity as we are planning to fill multiple vacant positions as a result of this recruitment process. If selected for one of these positions, you will be joining the Planning & Zoning team responsible for developing, implementing, and maintaining public planning policies and programs to manage land use, transportation and economic growth within the County.
As a Land Use Planner with Clackamas County, your main focus will be researching, analyzing, evaluating, and reviewing land use applications for compliance with local and state regulations which concern the physical, environmental, and economic conditions of Clackamas County. You will have an opportunity to advise the public, and various agencies on procedures and requirements by researching and responding to inquiries regarding land use regulations, permit applications, and development. In this role, you will also have a key responsibility of preparing land use decisions and presenting various written and oral presentations to the public, various decision makers, and other agencies regarding land use issues and regulations.
Growth and Advancement Opportunities: The Planner 1 and Planner 2 classifications are part of the promotional career path within the Planner series (Planner Trainee, Planner 1, Planner 2, and Senior Planner) in the Department of Transportation & Development / Planning & Zoning Division. Incumbents in the Planner 1 and Planner 2 classifications can advance to the higher level classifications upon satisfactory completion of an approved training and development plan. Possession of the required knowledge, skills and abilities at the higher level must be documented in an approved promotional evaluation.

Required Minimum Qualifications/ Transferrable Skills:*
PLANNER 1:
- A minimum of one (1) year of experience in local, regional, or statewide land use planning
- Please note: a combination of related coursework and relevant experience, including internship experience, that would likely provide the required knowledge and skills, may substitute for the required one (1) year of experience. Related coursework may include courses in urban, regional, rural or environmental planning, or geography.
- A minimum of one (1) year of experience providing high quality customer service to the public as well as to other external and internal stakeholders
- A minimum of six (6) months of experience conducting research, collecting and analyzing data, and making recommendations based on the findings
PLANNER 2:
- A minimum of two (2) years of experience in local, regional, or statewide land use planning
- Please note: a combination of related coursework and relevant experience, including internship experience, that would likely provide the required knowledge and skills, may substitute for one (1) of the two (2) required years of experience. Related coursework may include courses in urban, regional, rural or environmental planning, or geography.
- A minimum of two (2) years of experience providing high quality customer service to the public as well as to other external and internal stakeholders
- At least one (1) of the two (2) years of the above experience must be in the land use and zoning field
- A minimum of two (2) years of experience conducting research, collecting and analyzing data, and making recommendations based on the findings
- At least one (1) of the two (2) years of the above experience must be in the land use and zoning field
Both Planner 1 and Planner 2 positions require the following skills:

Preferred Special Qualifications/ Transferrable Skills:*
- Bachelors or advanced degree in Urban, Regional, Rural or Environmental Planning or related field, such as Geography
- Experience applying knowledge of principles, methods, and procedures of local, regional, and statewide planning in Oregon
- Experience conducting research, data collection and analysis and advising customers based on those findings specifically related to land use planning
- Familiarity with electronic permit tracking systems (ex. ACCELA)
- Planner 1: One (1) year of experience processing land use applications and providing customer service in the land use and zoning field or other similar field
- Planner 2: Two (2) years of experience processing land use applications and providing customer service in the land use and zoning field or other similar field

WORKING CONDITIONS
Some positions require occasional duties in the field that may require walking, twisting, balancing, and involve exposure to inclement weather, noise, and slippery and/or uneven terrain.
Please Note: There may be some flexibility for the incumbents of these positions to partially work remotely, subject to review according to the Clackamas County Teleworking policy and based on the Department business needs.
WORK SCHEDULE
This position works 40 hours during a standard workweek of one of the following schedules:
- Monday through Friday, working 8 hours per day (5/8)
- Monday through Thursday, working 10 hours per day (4/10) with every Friday off OR Tuesday through Friday, working 10 hours per day (4/10) with every Monday off
- Monday through Thursday, working 9 hours per day and every other Friday, working 8 hours per day, with every other Friday off (9/80)
Specific work schedule will be discussed with the candidate selected for this position at the time an offer of employment is extended.

DTD is responsible for a broad range of county services involving land use planning and permitting, building permits, county code enforcement, solid waste and recycling, road construction and maintenance, surveying, plat approvals, public land corner restoration and dog services. The county’s urban renewal programs also report to DTD.
