Duties
- Performs Course Director duties. Ensures the effective coordination of every activity required to plan, develop, implement, evaluate, and maintain any course of study or educational program for which technically and administratively responsible.
- Provides instruction encompassing the full range of activities involving the Acquisition Logistics discipline as it exists within the Department of Defense, specifically as defined by the Defense Acquisition Workforce Act (DAWIA).
- Conducts extensive research of referenced subjects through interaction with subject matter experts at SAF/AQ, DAU, HQ AFMC, product centers, air logistics centers, laboratories and test centers and incorporates output of research into up-to-date, accurate and timely instruction.
- Works with Curriculum Development and Interactive Courseware Development Specialists to determine the most effective training techniques to apply in house, as well as off-site offerings.
- Prepares class schedules, arranges for guest speakers, tracks pass/fail status of students, and ensures effective coordination of all activities in the conduct of courses for which administratively responsible.

QUALIFICATIONS
In order to qualify, you must meet the education and/or experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training Series.
BASIC QUALIFICATIONS:
A. Successful completion of a degree from an accredited college or university that included or was supplemented by major study in Education or in a subject matter field appropriate to the position (e.g., Contracting, Logistics Management, Program Management, Financial Management, Business Management, etc.).
OR
B. Combination of education and experience - courses equivalent to a major in Education, or in a subject-matter field appropriate to the position (e.g., Contracting, Logistics Management, Program Management, Financial Management, Business Management, etc.), plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.
AND
SPECIALIZED EXPERIENCE: At least (1) one year of specialized experience equivalent to the next lower grade (GS-12) level in the Federal service or equivalent pay systems. Specialized experience is experience in acquisition logistics AND experience in developing and/or presenting information in an adult learning or consultation environment (e.g. professional continuing education, college/university instruction, lessons-learned presentations, specialized techniques/process training, or professional advice/guidance to groups of peers or near-peers etc. which shows curriculum development and/or instruction).
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Expert knowledge, both theoretical and applied, of Acquisition Logistics concepts, practices, Jaws, and regulations, with major emphasis on quantitative/quantitative methods, financial considerations, and acquisition management principles at all levels of management. Required to have mastered principles, policies, and practices of systems acquisition and acquisition logistics for substantive national level programs sufficient to plan, organize, and manage critical aspects of the development, production, and implementation of the assigned educational/ instructional program.
- Mastery of Acquisition Logistics policies and practices, both current and under legislation, of national acquisition reform initiatives, processes and documents. Includes knowledge of activities and purpose of functional support personnel and the ability to coordinate such aspects of systems acquisition as engineering, procurement, program control, configuration, test, manufacturing, and integrated logistics support in order to effectively implement the instructional program.
- An advanced degree in Acquisition Logistics or a related discipline is required.
- Thorough knowledge of current policies and procedures for all other acquisition specialties sufficient to integrate those policies and procedures into the Acquisition Logistics curriculum. Encompasses analytical knowledge of the military command structure, missions, programs, and organizational relationships and includes a mastery of the application of a wide range of quantitative and qualitative methods used for the assessment and improvement of educational program effectiveness.
- Considerable knowledge of aeronautical systems, weapon systems, and the integration of related support functions. Includes knowledge of acquisition logistics goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments.
- In-depth working knowledge of computer applications, with emphasis on the ability to use computers for the development and implementation of simulations and exercises, graphic and multi-media presentations, and Internet-based Instructional Programs. Includes ability to effectively manage electronic messages and utilize associated media/programs for rapid transfer of textual matter and scheduling.
- Skill to plan, organize and facilitate course development work and to negotiate effectively with management (to the level of SAF/AQ and HQ AFMC) to accept and implement recommendations, where the proposals involve substantial agency resources, require extensive changes in established procedures, or may be in conflict with the desires of some team members. Ability to integrate effective instructional methods into the development and presentation of courseware that motivates and enables maximum learning of highly complex subject matter which may be difficult to learn.
- Ability to create and maintain an effective student-teacher relationship with mature professionals as well as with peers and administrators. Skilled in leading discussions and in speaking before audiences, clearly expressing concepts and techniques. Skill in developing, reviewing/ editing texts, handouts, manuscripts, case exercises and examination.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
