SUMMARY

The M365 IT Specialist (APPSW/SYSANALYSIS) works closely with our business teams and assists with service modernization and migration to the Microsoft 365 platform. This position is responsible for consultation, analysis, planning, development, testing, integration, troubleshooting, and maintenance of IT infrastructure projects to include Microsoft 365 (M365) platform products and services. The M365 IT Specialist creates, develops, and implements agency M365 policies; recommends program improvements; and provides technical guidance and governance to agency staff. This position acts as a change agent who empowers employees with M365 cloud technologies and accelerates adoption to improve business value through digital transformation.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following. Other duties may be assigned.

Responsible for the integration of CNI Core Competencies into daily functions, including: commitment to integrity, knowledge/quality of work, supporting financial goals of the company, initiative/motivation, cooperation/relationships, problem analysis/discretion, accomplishing goals through organization, positive oral/written communication skills, leadership abilities, commitment to Affirmative Action, reliability/dependability, flexibility and ownership/accountability of actions taken.

Promotes and encourages a culture of compliance with all applicable rules (federal, state, local, Federal Acquisition Regulations, Code of Federal Regulations, Prime Contract requirements, etc.) for themselves and the company.

Performs technical evaluations of IT infrastructure hardware/software needs for the agency.

Elicits requirements and communicates clearly with diverse customers and translates business requirements into best-practice processes, designs and solutions.

Updates legacy forms and workflows to their modern, cloud-based counterparts, including Power Apps, Power Automate flows, Forms and Lists.

Develops and maintains Power BI reports and dashboards for decision-making.

Develops and monitors required service levels for the M365 platform services and coordinates with the IT infrastructure staff to ensure that there is appropriate capacity planning and performance engineering for the service area.

Provides effective Tier 2 / Tier 3 customer service and ticket resolution for M365 applications in a hybrid environment.

Teaches customers how to use M365 applications.

Provides customers with guidance in Microsoft 365 Cloud Solutions, Modern Workplace and value strategy, automation, digital transformation, workflow optimization, process and system governance, security and compliance, and adoption. These responsibilities include performing functions to identify and solve complex business, organizational and technical challenges while defining and improving associated processes.

Supports the Change Control Board (CCB) to ensure requested changes to the IT operating environment have been thoroughly tested and coordinated prior to their integration into the production operating environment.

Stays up to date with current and future technology trends regarding M365 services.

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.

Promotes and encourages a culture of compliance with all applicable rules (federal, state, local, Federal Acquisition Regulations, Code of Federal Regulations, Prime Contract requirements, etc.) for themselves and the company as a whole. Fosters an environment in which they will r eport any violations or reasonably suspected violation of CNI policy, FAR, and/or CFR and are comfortable discussing the myriad compliance, conflict, FAR, CFR, etc. issues that arise during the performance of a government contract.

EDUCATION / EXPERIENCE

Associate’s degree (Bachelor’s degree preferred) in MIS, Computer Science or a related field of study and a minimum of ten (10) years’ relevant experience; or equivalent combination of education / experience.

Qualifications:

Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.

Specialized experience is defined as experience that demonstrates broad knowledge of and extensive experience using the M365 platform of products and services in order to consult on, analyze, plan, develop, integrate, and maintain M365 platform products and services.

Individuals must have IT-related experience demonstrating each of the four competencies listed below:

3. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

The ideal candidate will be able to demonstrate the following:

  • In-depth knowledge and experience in the purposes, uses, capacities, characteristics, installation, configuration, operational monitoring capabilities, and management of desktop, web, and mobile Microsoft 365 platform offerings including Microsoft Teams, SharePoint Online, Forms, Power Automate, Power BI, Power Platform, Dynamics 365, Exchange, M365 Groups, Bookings, OneNote, Viva, Stream, Lists, and Office.com.

  • In-depth experience in identification, troubleshooting, and the resolution of technical problems and service requests related to Microsoft 365 platform offerings.

  • Experience with planning, migrating, and deploying large enterprise clients to Microsoft 365.

  • Knowledge of IT system application software and systems development life cycles.

  • Knowledge of government regulations and agency policies pertaining to Microsoft 365 platform offerings.

  • Knowledge of user-centered design and human factors principles.

  • Knowledge of hardware and system requirements for virtual communication and collaboration using M365 applications.

  • Demonstrate the ability to effectively communicate information, ideas and advice in a clear, concise and logical manner, both orally and in writing to customers.

  • Be a self-motivated, proactive individual with strong drive, ambition, and enthusiasm.

LANGUAGE SKILLS

Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public.

MATHEMATICAL SKILLS

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

REASONING ABILITY

Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
