The mission of the Department of Youth and Rehabilitation Services (DYRS) is to improve public safety and give court-involved youth the opportunity to become more productive citizens by building on the strengths of youth and their families in the least restrictive, most homelike environment consistent with public safety. DYRS administers detention, commitment and aftercare services for youth held under its care in its facilities or residing in the DC community.

The Maintenance position is located with the Department of Youth Rehabilitation’s (DYRS) Operations & Administrative Services, Facilities Maintenance Division. The Facilities Maintenance Division (FMD) is responsible for the repair, maintenance, and small construction projects for DYRS. The primary purpose of this position is to provide a variety of tasks involved in the upkeep of buildings, grounds, and related structures, fixtures and utilities, requiring the use of a variety of trade practices associated with occupations such as electrical, carpentry, plumbing, plastering, and painting.

Duties and Responsibilities

Typical work assignments include the performance of visual examinations and operational tests to determine the need for, and the performance of, repair work on a level of difficulty and responsibility of trade practices in at least two or more of the following trades:

Electrical such as making repairs that can be accomplished by removing, replacing, tightening, splicing, soldering, and insulating defective wiring, controls, equipment, etc. Assisting in the Boiler Plant operation and operational maintenance of gas, refuse derived fuel, wood, oil, and goal fired power boilers and auxiliary equipment with manual or automatic controls to produce saturated or superheated steam or high temperature hot water. And heating equipment and systems maintained are usually uncomplicated and do not have complex maintenance requirements. Perform routine preventive maintenance including removing, replacing, and repairing defective components. Visually examine and operationally test electric, electronic, pneumatic. As well as, air Conditioning Equipment assisting with units and systems serviced are usually located in single or adjoining areas or otherwise designed so that a few testing techniques will locate worn and broken parts, and the repairs are not complicated by the need for specialized equipment. Install, recognizing the causes of faulty equipment, and make repair on a variety of domestic and commercial refrigeration and air conditioning units and systems.

Qualifications and Education

Specialized experience is experience which is directly related to the position which has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.

A high school diploma or GED and three (3) years of experience performing work in related trade or, an equivalent combination of three (3) years training, education and experience sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the position is required.

Licensures and Certifications:

May be required to possess a valid driver’s license to operate a DC Government vehicle. May require appropriate trade certification or licensure.

Work Environment

Work is normally performed inside the building. However, outside work in all weather conditions is required including snowy and icy conditions, when necessary. May be required to work on ladders, scaffolds and man lifts. Work at frequent times may be dirty and greasy. May be subject to burns, injuries from falls or the dropping of moderate items, cuts, bruises and electrical shock, and possible respiratory disorders due to the inhalation of refrigerant gasses, paint fumes and spray. Incumbent is subject to and required to respond to emergency call back and on call duty.

Tour of Duty: (12:00pm-830pm) Monday – Friday during normal working hours; (hours may vary depending on program needs).

Duration of Appointment: This position is a union position covered by American Federation of State, County and Municipal Employees Local 2092 (AFSCME) and may require the payment of an agency service fee through direct payroll deductions.

Collective Bargaining Unit (Non-Union): This position is not a part of a Collective Bargaining Unit.

Position Designation: The incumbent in this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel regulations, Suitability. This position has been designated as a Safety -sensitive position.

Essential Designation: This position is designated as Essential pursuant to Chapter 12 of the D.C. Personnel Regulations, Hours of Work, Legal Holidays, and Leave.
