GENERAL STATEMENT OF DUTIES
The Maintenance Worker is responsible for various manual labor tasks within the Public Works Department including, but not limited to, work duties for roads, bridges, vegetation, sign, pavement markings, traffic devices and control, ferries, fleet, nuisance control, working with inmate work crews, park maintenance, landfill and transfer site operations. Performs other related duties as assigned.

SUPERVISION RECEIVED
Works under the direct supervision of a supervisor, crew leader or lead worker who assigns work and observes performance to ensure conformance to department standards. At discretion of direct supervisor, may work independently for limited durations and/or on routine tasks.

SUPERVISION EXERCISED
Supervision of other employees is not a responsibility of positions in this classification. May aid in the instruction of peer employees.

Typical Duties - Duties include, but are not limited to the following

This position's summer work schedule is Monday - Thursday 7:00 am - 5:30 p.m. and winter work schedule is Monday - Friday 7:00 a.m. - 3:30 p.m.

General Responsibilities

  • Performs heavy manual labor; loading/unloading all types of heavy materials; works with corrections workers; may take part in chemical hazard cleanups, according to training given; cleans vehicles and equipment.
  • Cleans and maintains shops and grounds.
  • Maintains responsibility for working safely and following all applicable safety health rules, reporting any unsafe condition to supervisor, crew leader or lead worker. Stops work when conditions are unsafe and could lead to significant property damage, serious injury, or death.
  • These positions are considered essential employees and will work in inclement weather conditions; aid in storm response and recovery including ice and snow control, flooding, high water and wind damage. May be temporarily re-assigned to other department workgroups with alternative report to work locations and work schedules.
  • Participates in basic incident command training; may participate in drills to maintain proficiency in supporting ECC activities, including carrying out field work in connection with ECC operations; may be assigned clerical/ support, incident liaison, or other duties at any location within or near the county; Emergency Management duties may require working long hours outside normal business hours, weekend/holiday work, and may occur with little or no advance notice; may assist in emergency/field inspections of infrastructure.
  • Equipment operated may include: light truck, forklift, small tractor, small power equipment, hand tools, portable radio, computer.
Operations Traffic Control
  • Controls or directs traffic around hazards or crews.
  • Sets up, moves and maintains signs, cones and barricades, portable devices for work or hazard zones.
  • Turns high water sign gates.
  • Operates pilot and tail vehicles.
  • Equipment operated may include: Variable Message Board (VBM) sign, light plant
Operations Districts
  • Work may include: digging ditches, shoveling, installing and maintaining culverts; cutting and chipping brush; litter pick-up/nuisance control/removal; cleans and maintains shops and grounds.
  • Equipment operated may include: self-propelled power broom, yard loaders, mini-excavators, skid steer, chain saw, limb saw
Operations Pavements
  • AC patching, Milling & Chip Seals: Raking asphalt, apply tack oil, applying pavement fabric.
  • Equipment operated may include: self-propelled power broom, hand blowers, small compactors; tacker

Requirements for the Position

EXPERIENCE AND TRAINING
  • High school diploma, or equivalent; AND
  • Any combination of six months experience in controlling or directing traffic, performing semi-skilled road maintenance/construction work, exterior work that includes heavy manual repetitive labor activities, or other closely related areas or activities; OR
  • Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.
SPECIAL REQUIREMENTS
  • Must possess a current driver's license in the applicant's state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business.   • Regular status employees must be able to pass a criminal history background investigation; however, conviction of a crime may not necessarily disqualify an individual for this classification.
  • Dependent on work area assignments, some regular status employees may be required to pass a pre-employment drug screening, and a physical examination which includes agility evaluation by a county appointed medical doctor.
  • This is a safety sensitive/special needs position. Final candidates selected for this position may be required to pass a pre-employment drug screen, including testing for marijuana.   • Dependent on work area assignments, some positions require experience in public relations, money handling, basic computer usage, and the ability to be bonded.
  • Dependent on work area assignments, regular status employees may be required to complete the following County trainings /certifications:
    • Work Zone Traffic Control (flagger);
    • Awareness and Limited Operations' Level Hazardous Material Response;
    • Fork Lift/Lift Truck;
    • Cash Handling;
    • FEMA ICS/ NIMS IS-100 / 700 Incident Command;
    • Employee development trainings.
  • This assignment is represented by a union.
  • This is a full-time position, which is eligible for overtime.
  • Work Schedule: Summer: Monday - Thursday, 7:00 am - 5:30 pm, Winter: Monday through Friday, 7:00 am - 3:30 pm; with flexibility depending upon the needs of the department and program.

KNOWLEDGE, SKILLS AND ABILITY

Knowledge of: basic tools use. Dependent on position assignments: working safely in traffic; recycling programs; and proper cash handling.

Skill in: effective oral communication; reading comprehension; basic computer operations; ability to receive and understand technical and safety training; and completing daily reports.

Ability to: understand and follow directions; exercise good judgment; perform heavy manual repetitive labor activities for extended periods of time including during adverse weather conditions; stand or walk long distances; operate simple machines and radio equipment; wear proper Personal Protection Equipment (PPE); perform simple math functions; make change; and maintain good working relationships with coworkers and the public; adequately communicate and access information via the computer (i.e. effectively uses and responds to e-mails).

PHYSICAL REQUIREMENTS

Operates a motor vehicle and maintains an acceptable driving history; stands for long periods of time; works in inclement weather conditions; lifting/pushing/pulling up to 50 lbs.; sits; bends forward; climbs 1 floor of stairs; reaches overhead; operates a keyboard; speaks clearly and audibly; reads a 12 pt. font; distinguishes shades and colors; sees with depth perception; hears a normal speech level; uses rapid-mental/hand/eye coordination; works effectively and safely around road construction noises; climbs ladders and scaffolds; works around smoke, dust and exhaust fumes; possible risk of exposure to blood/body fluids.

WORKING CONDITIONS
Work is performed in a field environment or a simple office structure. Office work may be intermittent and includes the use of a computer using word processing, e-mail, or programs specific to the position. Fieldwork includes working in a variety of inclement weather conditions, sometimes working in close proximity to roadway traffic. Must be able to traverse rough and uneven terrain; to lift and carry up to 50 pounds unassisted; climb up on vehicles to inspect loads; stand for long periods of time; and work around compostable materials. May be reassigned to various Department work groups requiring flexible work hours (some locations operate a 7-day schedule), including after-hours call-out work. Fully participate in employee meetings and trainings.
