The Job Description
General Statement of Duties
Performs intermediate administrative support work providing services to low-income pregnant and postpartum, breastfeeding women, infants, and children.
Distinguishing Features of the Class
An employee in this class performs a variety of administrative support duties relating to client services within the Health Departments WIC program. Work involves completing interviews with clients to obtain information and establish relationships, continuous observation of client’s condition, scheduling appointments, and providing low risk nutrition education. Work includes performing counseling under professional supervision, care of homebound clients, and extending breastfeeding information and support to clients. The employee may perform community outreach or clinic support assignments. Work is performed under the direct supervision of the WIC Director and is evaluated through observation, review of records and reports, the quality and effectiveness of work completed, and public feedback.
Duties and Responsibilities
Essential Duties and Tasks
- Answers and directs all calls from WIC clients or potential clients to the appropriate individual, often handling inquiries independently using available reference materials for the organization.
- Schedules appointments and contacts clients for appointment reminders and scheduling of missed appointments.
- Interacts with employees and colleagues to obtain accurate demographic and financial information to determine client eligibility.
- Obtains anthropometrics, iron screenings, lead and immunization status of clients.
- Completes food benefit issuance procedure for clients.
- Explains the process for activation and use of the e-WIC card
- Provides North Carolina WIC Program Notice to each client at every appointment.
- Enrolls clients in the Breast Feeding Peer Counselor Program through a BFPC Program Letter of Agreement and offers support and information to clients enrolled.
- Establish relationships and maintain regular contact with clients enrolled in BFPC program by means of phone, appointments, home visits, hospital visits, and group discussions; assist with common breastfeeding issues, increasing incidences of breastfeeding exclusivity and with extending breastfeeding.
- Completes data entry and documentation of services in web based State Nutrition Services Branch program; completes Breast Feeding Peer Counselor Monthly Activities Report.
- Independently drafts and composes routine certification transfers both, in and out of state.
- Sends routine faxes and makes phone calls to physician offices, other WIC agencies and State Personnel, as needed.
- Provides low-risk nutrition education to clients.
- Attends quarterly training seminars and maintain certificates of attendance.
- Works with State Nutrition Services branch, Regional Nutrition Consultant and the Local WIC Director to follow new procedures to be implemented.
Additional Job Duties
- Assist in the staffing of Red Cross Shelters.
- Any other duty as necessary, including assisting with any public health emergency including but not limited to natural disasters, man-made disasters, influenza pandemics (e.g. H1N1) or other outbreaks of communicable diseases. disaster surveillance and response, to ensure the efficiency of the Health Department.

Knowledge, Skills, and Abilities
- Considerable knowledge and ability to use correct English grammar, vocabulary and spelling.
- Considerable knowledge of county function to which assigned and related policies, procedures and regulations.
- Considerable knowledge of software applications including Microsoft Office Professional, and other related software.
- Thorough knowledge of office practices and procedures.
- Working knowledge of arithmetic and its uses in general office work.
- Ability to communicate effectively in person and by telephone.
- Ability to gather and provide information and instructions on departmental programs based on inquiries.
- Ability to learn and understand organizational programs.
- Ability to be tactful and courteous.
- Ability to gather and compile materials from a variety of sources.
- Ability to operate various types of office machines efficiently as required by the position such as computer, calculator, copiers and other equipment.
- Ability to use judgment in organizing and establishing priorities assigned.
- Ability to record information, balance figures and compile information based on general instructions.
- Ability to arrange and file records, reports and files into a proper sequence.
- Ability to establish and maintain effective working relationships with supervisor, employees and the public.
- May require ability to plan, organize, monitor, and delegate duties to others.
Physical Requirements
- Work regularly requires the exertion of up to 10 pounds of force, frequent exertion of up to 25 pounds of force and occasional exertion of up to 50 pounds of force.
- Work frequently requires sitting, speaking or hearing, using hands to finger, handle or feel and reaching with hands and arms, pushing or pulling and repetitive motions and regularly requires standing, walking, climbing or balancing, and stooping, kneeling, crouching or crawling.
- Work has standard vision requirements.
- Vocal communication is required for expressing or exchanging ideas by means of the spoken word and detailed and loud talking to convey detailed or important spoken instructions to others accurately, loudly, or quickly.
- Hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound.
- Work requires preparing and analyzing written or computer data equipment and observing general surroundings and activities.
- Work requires occasional exposure to blood borne pathogens and may be required to wear specialized personal protective equipment.
- Work is generally in a moderately noisy location (e.g. business office, light traffic).
Desirable Education and Experience
Graduation from high school and less than one year working in an office environment and must have breastfeeding experience; or an equivalent combination of education and experience. Bilingual a plus.
Additional Requirements
- Work requires completion of the North Carolina Breastfeeding Peer Counselor Training Program prior to providing services.
- Work requires availability to work non-traditional hours and days of the week, such as evenings and weekends.
- Work requires a North Carolina driver’s license.
