Operations Manager Job at Dallas Area Rapid Transit
General Summary:
Manages the activities of personnel engaged in rail field/train supervision efforts for DART's Light Rail System.
Essential Duties and Responsibilities:
- Manages personnel engaged in operations control center and field supervision activities including; monitoring revenue service operation, assuring staff compliance with operating rules/procedures, investigating customer complaints/concerns, and special event support.
- Assures adequate and effective staff deployment/ utilization and provides on-sight management during special events and inclement weather conditions.
- Manages Rail Operations staff engaged in rail start-up and systems testing activities.
- Serves as test coordinator during dynamic and integrated testing phases, assist in the validation of system design; manages establishment of and train movements within designated test blocks to assure safe operation and safety of test personnel; assures compliance with existing operating rules & procedures; Coordinates Fire/Life Safety exercises and special event train movements with Rail Program Development, Marketing/Communications, Fleet Services, local governmental & emergency response agencies.
- Establishes a customer relations focus and presence at rail stations and on light rail vehicles during service hours. Improve visibility of field supervisors as a part of their interaction and engagement with customers, concierges, fare enforcement officers, police and other DART personnel. Audits should be performed by management to ensure accountability and feedback from customers and other DART personnel.
- Promotes established safety initiatives through representation on Rail Safety Committee and investigates reports of unsafe conditions/acts.
- Coordinates and supports efficiency testing efforts to assure staff compliance with all safety /operating rules & procedures.
- Promotes and ensures adherence to established training requirements, division level measurement and quality assurance programs. Develops goals & objectives and conducts performance evaluations of subordinate personnel. Interviews, selects, trains, evaluates, develops, counsels, and if necessary, recommends disciplinary action. Assures the availability and maintenance of equipment and supplies used by the Field Supervisor Team.
- Promotes and manages staff development, proactive employee communication, employee recognition and other employee engagement efforts and programs. Monitors budget, on-time performance, safety and customer service performance, identifies undesirable trends, recommends and implements actions to correct variances.
- Prepares a variety of reports for management review.
- Performs other duties as assigned.
Minimum Knowledge, Skills, and Abilities Required:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.
- Bachelor’s degree from an accredited college or university in Business Administration, Transportation, or a related field.
- Seven (7) years of progressively responsible experience in rail transit operations to include a minimum of three (3) years supervisory experience. Thorough understanding of basic rail operating principles, practices, and standard operating rules/procedures.
- Valid Texas Driver’s License, no Driving While Intoxicated (DWI)/Driving Under the Influence (DUI) convictions in the last sixty (60) consecutive months, not more than one (1) DWI/DUI on driving record, and not more than three (3) convictions for moving violations within the last thirty-six (36) consecutive months in order to operate DART non-revenue vehicles.
- Ability to work variable hours including nights and weekends. Knowledge of or ability to gain knowledge of, basic rail transit operating practices and principles. A

Working Conditions:
Works in an environment where there is exposure to dust, noise, or temperature. May be exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
