What this job is about
As a Policy and Data Privacy Specialist, you will ensure the One Washington program audits, monitors and complies with state privacy policies and laws. You will collaborate with the data manager, chief data officer, organizational change management director, communications director, senior security architect, and chief information security officer. These collaborations must prioritize and support data confidentiality, integrity through planning, analysis, development, and maintenance of the new Workday system.

Gov. Jay Inslee has tasked this group with one of the largest and most transformative information technology projects in Washington state history. The One Washington Team’s main objective is to modernize and enhance outdated technology systems that state agencies have used for decades without much improvement — such as the state’s core finance, procurement, budget, and human capital management functions. This project will help bring Washington into the present and prepared for the future with live and on-demand data.

Duties
What you'll do:
- Provide high level IT expertise and technical guidance on privacy to organization administrators and the Executive Sponsor.
- Monitor and test systems for compliance with policies, roles and data flows.
- Manage public record retention including implementation, destruction, and correction of personal data.
- Develop, interpret, and apply policies and procedures governing the overall delivery of privacy.
- Analyze practical situations and apply knowledge of IT disciplines. Meet the specialized needs of the organization.
- Plan projects to improve consistency in privacy practices—including interpretation, compliance and adherence to applicable legal requirements—and minimize exposure to liability.
- Recommend, develop, implement, and oversee corrective action and mitigation efforts to address deficient practices and improve privacy and confidentiality compliance.
- Collaborate with the Office of Financial Management (OFM) and Office of the Chief Information Officer (OCIO) Privacy Officers to write policy.
- Track privacy breaches within One Washington and work with IT Security and Office of Cyber Security (OCS) through closure.
- Conduct Privacy Impact assessment (PIA) at the beginning of each One Washington phase. Prioritize, resolve and monitor risks.
- Review and maintain the One Washington Privacy Plan.
- Create and maintain privacy language on Workday system.
Qualifications
Required Qualifications:
- Bachelor’s degree from an accredited institution with contemporary study of privacy, public records, cybersecurity, IT Management, computer science, or related data governance or data management.*
- Seven years of experience and proficiency in Enterprise Level Applications and ERP access management, risk analysis, security assessments and vulnerability analysis.
- Demonstrated knowledge of privacy laws in the U.S. and core concepts central to privacy management and data governance.
- Demonstrated ability to assume leadership and work independently.
- Experience working with committees or workgroups effectively while coordinating activity toward shared goal.
- Demonstrated ability to perform regulatory analysis, assess implications and provide multiple recommendations.
- Demonstrated experience in presentation and public speaking skills.
- Ability to think strategically and identify proactive measures to strengthen privacy program.
- Experience with applying research and analysis, and program evaluation.
- Proficient knowledge of project planning and management techniques, tools and resources, including PowerPoint presentation, Excel spreadsheet utilization, Access database development, Visio, MS Word software application, and any other related technology.
- Additional two years of relevant professional experience may substitute for the educational requirement.
Desired Qualifications:
- Advanced degree (Masters or Juris Doctorate) with contemporary study of privacy, public records, cybersecurity, IT management, computer science, or related data governance or data management field.
