Position Summary: Is responsible for the overall operation of the Port of Ephrata, including fiscal management, general aviation airport management, personnel administration, government and community relations, risk management, short- and long- term planning, and implementation of the Port Commission’s strategic plan for the Port District. Monitors and evaluates the performance of operations to ensure compliance with the Port’s mission and the Port Commission’s policies and goals. This is a full-time position, 40+ hours per week. Special meetings and duties conducted outside of normal working hours are required. Confidentiality is an important factor inherent to this position.

Education and experience: The ideal candidate will have a minimum of 3 years in a management-level position in the port, land use, economic development, or aviation industries, with a focus on business development. The ideal candidate will also have general marketing and communications experience. A Bachelor’s degree in business, aviation, public administration, or a related field is preferred.

Licenses and certificates: Must possess or be able to obtain a valid Washington state driver’s license.

Other: Due to our participation in Federal Funding Programs, the Port of Ephrata must comply with federal “Drug Free Workplace” requirements. All employees must pass a pre-employment drug screening.

SUMMARY: Responsible for the planning, scheduling and direction of all work activities of the Port of Ephrata. Responsible for the full and final technical, management, and administrative responsibility of the Port’s programs, to include the industrial park and the airport. This is a full-time, overtime-exempt salaried position, 40 + hours per week, Monday through Friday. Special meetings and duties conducted outside of normal working hours are required. Confidentiality is an important factor inherent to this position.

QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed following are representative of the knowledge, skill, and/or ability required. Successful applicant must:

  • Be legally eligible for employment in the U.S.
  • Have obtained a bachelor’s degree in business, aviation, or public administration and/or equivalent experience.
  • Possess or be able to obtain a valid Washington state driver’s license.
  • Be able to effectively supervise Port staff.
  • Communicate and work well with others.
  • Be familiar with laws and regulations governing public ports (RCW53).
  • Display ability to work independently utilizing initiative to accomplish specific areas of responsibility.
  • Maintain a vigilant attitude regarding safety for all personnel, tenants, and Port property.
  • Establish and maintain effective working relationships with the Port employees and the public.

DUTIES AND RESPONSIBILITIES:
Recommends policies, procedures, and programs to the Port Commission for review and approval.

Reports on Port plans and activities, suggests priorities, prepares agendas, analyzes problems and opportunities, suggests solutions and courses of action and develops
Commission policymaking framework.

Receives policy guidance from and reports directly to the Board of Commissioners and provides regular status updates.

Prepares annual operating and capital budgets and oversees the management of Port finances.

Supervises staff, directs management team, implements policies and procedures, prepares and reports on work programs and long-range plans, and represents the Port as spokesperson and strategist.

Plans, schedules, and evaluates the work of personnel, including hiring, evaluation, promotion, discipline, and termination of employees, as necessary.

Establishes and maintains effective relations within the Port community, including with local, state, and federal partners, sister ports, and industry associations.

Develops and implements marketing program for Port facilities, services, and properties within framework of the Port’s long-range plan and community expectations.

Develops and implements advocacy and public relations programs for the community and intergovernmental arenas.

Analyzes potential economic development projects; establishes standards and procedures for development in cooperation with industry, labor, and government; and provides assistance to local government and private enterprise as directed.

Has full and final responsibility for all work accomplished by the Port, its staff, and its contractors.

Independently approves, within general policy and budget limitations, all plans, schedules, and directs all operations.

Is authorized to make expenditures in accordance with the adopted budget, subject to state and federal law and such restrictions and limitations as may be imposed by the
Board of Commissioners per the Port’s Delegation of Authority.

Prepares annual budget of Port’s programs for Commission approval and is designated
Port Auditor.

Approves contracts for public works projects, and for acquisition of materials, equipment, and professional services in accordance with the Port’s Delegation of Authority.

Negotiates leases, sales of land, and contracts for property, subject to Commission approval and the Port’s Delegation of Authority.

Researches, identifies, and applies for relevant loans and grants to support the maintenance and growth of the Port and its assets.

Safely and efficiently manages and operates the airport consistent with standards set forth in Federal Aviation Administration and U.S. Department of Transportation Aviation regulations.

Implements the Port’s Wildlife Hazard Management Plan. This includes the handling of firearms and potential for the depredation of wildlife on airport property to ensure the safety of flight operations.

Performs other such duties as the Commission may direct or as needed alongside other staff due to the limited staff resources.

SUPERVISORY RESPONSIBILITIES: The successful candidate is responsible for the overall direction, coordination, and evaluation of the Finance and Operations and
Maintenance departments. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; and addressing complaints and resolving problems.

LANGUAGE SKILLS: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, and local, state, and federal government regulations. Ability to write reports, business correspondence, procedure manuals, and grants. Ability to effectively present information and respond to questions from professional managers, regulatory agencies, customers, tenants, and the public.

PORT POLICY: Must become familiar with, administer, and comply with Port policies.

PHYSICAL DEMANDS: While performing the duties of this job, the employee is regularly required to sit. The employee may occasionally lift and/or move up to 20 pounds.

WORK ENVIRONMENT: The employee is required to work in a small office environment, working independently as well as with other staff. The employee will often go out into the industrial park and airport and may be exposed to outdoor conditions in all seasons.
