The Georgia Technology Authority (GTA) currently manages the delivery of IT infrastructure services to 89 Executive Branch agencies and managed network services to more than 1,200 state and local government entities. IT infrastructure services encompass mainframes, servers, service desk, end user computing, disaster recovery and security. Managed network services include the state’s wide and local area networks, voice, cable and wiring, and conferencing services.

JOB SUMMARY:
The Procurement Officer prepares, manages, and completes all sourcing processes of complex solicitations for formal and informal Georgia Technology Authority procurements. This includes the solicitation lifecycle from creation up to and including contract award and post contract award management. This person Provides support to and coordinates with multiple departments and Business Owners within the Georgia Technology Authority and the marketplace.
Additional responsibilities include:
- Maintains document and template library in the Jaggaer Sourcing Director sourcing system as an Administrator.
- Manages all phases of the solicitation process from inception to completion; Requests For Proposals (RFPs), Requests For Qualified Contractors (RFQC), and Statements Of Need (SON)
- Facilitates the exchange of information via the posted Question and Answer period, obtains competitive quotes, bids and/or proposals from appropriate potential suppliers; acts as a chairperson to the evaluation committee that analyzes and evaluates bids and proposals results; develops bid tabulations and evaluation committee cumulative score sheets; makes award recommendations in accordance with the purchasing policy and procedures, local, state and federal procurement rules and regulations, posts award information to the Georgia Procurement Registry (GPR).
- Compiles vendor and supplier lists for bid and proposal distribution; distributes bids and proposals to qualified vendors and suppliers; research vendors, suppliers, and market conditions; reviews bids and proposals from suppliers for administrative compliance.
- Maintains all required purchasing and bid files/records as Procurement SharePoint Administrator.
- Administer purchasing policies and procedures, specific requirements, regulatory guidelines and state and federal laws to support business needs.
- Conducts/Assist with training of agency staff regarding purchasing rules, regulations, and procurement practices and policies.
- Performs other duties as assigned.
AGENCY SPECIFIC QUALIFICATIONS:
Minimum Qualifications: Completion of a bachelor’s degree in in purchasing, supply chain management, business, or related field and two (2) years of progressive sourcing and procurement experience OR six (6) years of related experience of progressive sourcing and procurement experience.
Preferred Qualifications:
(Preference will be given to candidates who, in addition to the minimum qualifications above, demonstrate some or all of the following skills/experience):
- Georgia Certified Purchasing Associate & Manager certification (GCPA/GCPM)
- Extensive knowledge of or familiarity with Team Georgia Marketplace; or TGM Buyer/Approval/Sourcing Certification
- Working knowledge of or familiarity with posting solicitations to the Georgia Procurement Registry (GPR)
- State government procurement experience
- Intermediate Excel, Word, and PowerPoint
COMPENSATION/WORKER TYPE/ADDITIONAL DETAILS:
Hiring Salary: *$51,500.00 - $65,700.00
Worker Type: Hybrid – State of Georgia Remote Work Option
- Current Georgia state government employees will be subject to SPB rule provisions.
