The hiring salary for this position is at Step One of the job class salary range: $22.99 per hour, $3,984.93 monthly. There is a six-month probationary period for this position. Upon successful completion of the probationary period, the employee is eligible for a pay increase. In-person training and mentoring during the probationary period and beyond is provided to assist in learning the role.

This classification is specific to the Transfer Section of the Assessor's Office. Property Transfer Technician I is part of a career series for Property Transfer Technician I, II, Ill, and IV. In the event of future vacancies, the eligible list created may be used to fill future vacancies while the list is active.
Typical Tasks and Representative Duties (Not in order of importance):
- Reads and interprets documents, including trusts, court orders, and other legal documents, relating to property ownership, and transfers of title and / or exemptions.
- Utilizes and interprets appropriate State laws and codes to determine if a property transfer will trigger a reassessment of the property and / or if an exclusion and / or an exemption applies.
- Works with law offices, title companies, local organizations, and state / local agencies to resolve discrepancies for assessment, title and / or exemption purposes.
- Verifies accuracy of information entered on assessment and / or exemption documents; takes action to correct any inaccurate or incomplete data.
- Explains to staff and the public the application and interpretations of various Revenue and Taxation, Government, Civil, Probate codes and related codes, statutes, and regulations, as they relate to changes in property ownership and / or property tax exemptions.

About the department:
The Assessor's Office is one of 22 departments in the County of San Luis Obispo. The department discovers, inventories, and values all real and personal property in the County of San Luis Obispo. These values are provided to the Auditor-Controller-Treasurer-Tax Collector's Office to establish the correct tax rate and to produce property tax bills. The Assessor's Office also creates and maintains County assessment maps, and tracks and updates property ownership records.
The Property Transfer Technician I is in the section specializing in interpretation of deeds and other legal documents, and application of property tax laws to determine if property has changed ownership, and if so, whether or not an exclusion applies.
Under the direction of the Transfer Section manager and supervisor, the Property Transfer Technician I will learn basic assessment/ property transfer/ property exclusion and exemption policies and procedures. This is a position requiring certification, and the applicant must pass a test within one year of hiring.
Education and Experience
Education:
All levels: Graduation from high school or possession of a G.E.D. certificate.
Experience:
Property Transfer Technician I:
One year of experience in an Assessor's office, title company, estate planning office or similar business working with legal descriptions and/or legal documents related to real property transactions.
