RSG is seeking an experienced project and resource planning manager. This position will can remote or based in one of RSG’s office locations: White River Junction, VT; Burlington, VT; Washington, DC; Denver, CO; Chicago, IL; Portland, OR.

PRIMARY PURPOSE

The Resource Planning and Pricing Manager is responsible for oversight of central project management, pricing and contract operations. The role will determine resource demands and works with project managers to appropriately plan and allocate resources (people, budgets and time) and will establish processes that reinforce on-time delivery of high-quality consulting services. RESPONSIBILITIES

Project Management and Resource Planning Oversight (60%)

  • Develop and implement resource planning processes utilizing ERP (e.g., VantagePoint) and other tools as needed to ensure adequate staffing levels across projects and the organization.
  • Collaborate with leadership and project managers cross-functionally to identify resource needs and prioritize resource allocation, resolving conflicts as needed.
  • Monitor, document and report on all project performance: staff workloads, utilization, overtime hours, budgets and project risks to project managers and senior management.
  • Monitor, document and report on all project budgets and financial performance to ensure projects stay on track and within budget.
  • Facilitate all project status meetings and provide regular updates to stakeholders, escalating to senior management as needed.
  • Develop, implement and drive use of standardized PMO processes and templates to improve project management practices and consistency across the firm.
  • Identify and implement process improvements to increase efficiency and effectiveness of project management monitoring, resource planning, and pricing activities.
  • Collaborates with Human Resources on training and hiring needs.

Pricing and Cost Proposals (20%)

  • Collaborates with business leadership and the proposals team to develop competitive pricing strategies, which include structures such as, rate structures, price quotations, staff mix for labor category rates and descriptions.
  • Develop client-specific and project-specific pricing templates to evaluate different strategies and to comply with client requirements.
  • Responsible for price and/or cost proposals: analyze cost data, and make recommendations for pricing approach to consulting and proposal team.
  • Communicates RFP requirements and assist with development of the cost and price proposals.
  • Review solicitations (e.g., RFPs/RFQs/RFI), and provide pricing support (as needed) for the development of proposals through the various phases.
  • Evaluate subcontractor cost proposals for compliance with client/solicitation requirements.
  • Coordinate with project managers, clients, prime contractors, subcontractors, and vendors as necessary regarding project budgets, rates, and other pricing issues and questions.
  • Negotiate rates, price, and related terms with clients during pre-award and post-award stages, ensuring RSG has appropriate staff mix to meet requirements.

Contracts Management and Support (20%)

  • Provides day-to-day oversight and management to contract staff.
  • Maintain and update RSG labor rates and categories, overhead, and other financial and compliance information in client registration systems.
  • Working with Finance respond to and facilitate client reviews and audits of RSG labor rates, overhead rates, operating margin, and/or profit percentages; prepare explanations of cost elements for presentation to clients.
  • Coordinate with Finance to ensure initiation of rate increase requests for ongoing multi-year contracts
  • Oversee System for Award Management (SAM) annual review process and federal reporting.
  • Support Finance in preparing material for GSA audits, updates, and maintenance of GSA Professional Services Schedule.
  • Review payroll register requests to ensure the rate being supported is consistent with the project and client, as needed.
  • Coordinate with Finance to obtain overhead rate approval in applicable states; support individual state and client audit processes.

QUALIFICATIONS

Education and Experience

  • Bachelor’s degree in Business, Accounting, Finance, or related field. Masters degree preferred.
  • 7+ years of experience in project management oversight, government contract pricing, and/or resource planning.
  • Project Management Professional (PMP) preferred.
