This position is a permanent, benefitted .83 FTE position working at least 1,726 hours a year. This position is primarily full-time (40 hours/week) the majority of the year, however, fewer hours may be worked during breakup (approximately March-April) and other slow times.

Rate of Pay is $19.62. Final rate of pay depends on experience and qualifications.
Applicants applying at the Senior level should be able to demonstrate a journeyman-level background with the skills necessary to quickly adapt to IDL-specific policies and procedures. Applicants may also apply at the Specialist level. An applicant hired at the Specialist Level would be expected to quickly and efficiently enhance his/her existing technical knowledge and training in order to develop, within a defined timeframe, the skills necessary to operate at the Senior level.
- Determines proper log scaling procedures for log load deliveries from each timber sale.
- Determines species, classification, defect, and gross and net scale in both Scribner and/or cubic scale for logs cut from state lands.
- Reviews logging contracts for scaling specifications.
- Performs log scaling as per the terms of each timber sale contract. Reports any discrepancies to the forester in charge of each sale.
- Monitors truck loads to ensure proper compliance with log accountability terms of the timber sale contract.
- Monitors log manufacture to ensure compliance with the utilization terms of the timber sale contract.
- Monitors electronic sampling and weighing systems at equipped log yards
- Identifies and determines log defects.
- Uses a handheld data recorder to compute and record gross and net log scale.
- Tracks the correct usage of load tickets for each sale being delivered to assigned scale locations.
- Compiles and computes daily load tallies.
- Travels to each assigned mill location daily as required to complete log scaling and load accountability.
- Serves as the initial IDL representative at mill and log yard locations to communicate with company scalers, truck drivers, equipment operators, foresters, yard foremen, mill managers, and owners to identify and resolve scaling problems, load ticket accountability issues, or log utilization concerns.
- Works with Timber Measurement Supervisor to monitor mill markets and products produced. Assists with the communication of this information to the Timber Measurement Supervisor and to IDL foresters.
- Provides training on log scale and log utilization to company scalers, logging operators, foresters, and general public as may be requested.
- Works with other Timber Measurement Specialist staff and IDL personnel to identify, track, and resolve log security issues.
- Completes audits of load tickets and frequency cards on scaled loads.
- Tracks and accounts for all load tickets for all timber sales within assigned operating area.
- Serves as scaling expert for all IDL timber harvesting operations within operating area.
- Use handheld data recorder to transfer data to computer and provides training and basic repair for handhelds within assigned operation area.
- Use computer to collect and send field data.
- Provides periodic training for new and potential Timber Measurement Specialists.
- Provides input and training to public interest groups as requested.

Minimum Qualifications
Possession of a valid Log Scaler license for all species and products issued by the Idaho Board of Scaling Practices for the duration of employment.- Valid driver's license.
- Ability to operate a handheld electronic recording device.
Some knowledge of:
- Forest entomology, forest pathology, forest management principles.
Good knowledge of:
- Forest mensuration, dendrology and wood ID.
- Idaho Log Scaling Rules.
- Scribner, cubic, ton, cedar products, and cord measure.
- Best management practices for utilization and measurement of forest products.
Incumbents must be physically able to maneuver rough terrain, work in extreme weather conditions, and lift and carry supplies and equipment. Frequent travel throughout Idaho and adjacent states may be required.

Distinguishing Characteristics
This is the second level of a three level structure. At this level, incumbents perform timber measurement and may provide technical knowledge to the Lands Timber Measurement Specialist. Incumbents conduct program analysis and make recommendations while coordinating multiple aspects of the program.
Desirable Qualifications:
- Record keeping experience.
- Forest management activities such as operation of logging equipment, tree marking, thinning, timber sale layout, timber cruising, timber falling, etc.
- Property Security and Accountability Exercises.
- Basic computer skills for data entry.

Under the direction of the Idaho State Board of Land Commissioners, IDL manages more than 2.5 million acres of state endowment trust land under a constitutional mandate to produce maximum long-term financial returns for public schools and several other State of Idaho institutions. Leases and other contracts are used to authorize revenue-generating activities such as timber harvest, grazing, farming, mining, commercial use, residential use, and conservation prudently and sustainably.
Managing endowment trust lands is only part of our story.
